Is this support topic out of date? I don't have a "file" menu or "view" menu in iTunes anymore. Still trying to figure out how to get apps purchased on my iPhone to copy over into iTunes on my laptop...

What version of iTunes are you running?
Not in My Library won't show anything that is already downloaded. If your library contains broken links, so that iTunes "thinks" you have a copy of a file, but it cannot be found if you try to play it, then it won't show those tracks in Not in My Library.
The U.S. should be good for repeat downloads of most past purchases, with the exception of audiobooks and selected video titles.

If you don't see anything under All purchases then try signing out of the iTunes Store, then sign in again. If that doesn't help do a full uninstall and reinstall of iTunes. See thesecond boxof Troubleshooting issues with iTunes for Windows updates for a detailed guide.
