You can downgrade as long as you have the IPSW for iOS 6. You do an option+restore.

Make sure you are all choosing "Update" and NOT "restore". Update worked fine for me!

This scheme worked. My phone is no longer a brick and iOS 7 is running on it just fine. I think your step 2 (setting up as a new phone) is unnecessary. I didn't do it and everything seems to be fine.

Not true. If you go into DFU mode, you're able to restore to the latest public iOS release (6.1.4 for iPhone 5, 6.1.3 for other iPhone models).

Is your UDID registered via the Apple Developer Program? Could the problem be that there is a delay / failure with UDIDs being activated in a timely fashion by Apple? I just registered the iPhone 4S I'm trying to get running iOS 7 beta. It shows as an active UDID on the developer portal, but every time I upgrade it to iOS 7, I get the message saying that it's not registered as part of the iOS Developer Program.

Well, my iTunes does not let mw use the UPDATE option (it's not available for clicking), I can only use RESTORE. So, when I do ALT+RESTORE and choose the IPSW for iOS 6.1.3 I get a message saying that my phone is not eligible for this build.

Update worked. Tried everything else then just did a restore to 6.1 and update.

I am doing the iCloud restore after updating to 7, meaning don't expect to be prompted to sign in with your Apple ID if you just did the restore + set up as new phone + update method.

UPDATE!!!!!

DO NOT "RESET SETTINGS AND CONTENT" if you used my method above of Restore to 6.1.4, Set-Up as New Phone, Update to 7.0

After doing that I couldn't get the phone to update again! So now I'm back on the merry-go-round of going back to 6.1.4 to do the iCloud restore and THEN updating to 7.0.

You can downgrade as long as you simply plug your phone in to your computer and have iTunes open. Turn off the power to your phone. Hold down the Power and and Home buttons for about 10 seconds, then release the power button while still holding down the home button for another 10-20 seconds or until itunes says it's found a device in recovery mode. Just click restore and you're good. No separate download needed.

Restored back to iOS 6...now trying the UPDATE (NN OO TT restore) method to see if the phone comes back running iOS 7.

I believe that's exactly what the problem was.

I had to use OPTION+Update in iTunes, not OPTION+Restore. That's the key. Works like a charm.

THAT's the TICKET. DFU mode. Restore back to iOS 6.x. Then, via iTunes, do an UPDATE (not restore. I repeat...NOT RESTORE). Hold down option while you click UPDATE...select the iOS 7 ipsw file. Done.
