trying to get a dev account. I am stuck at the Registers as an apple developer, no matter how many time I select the radial agreeing and click "Agree" I have tried with different browswers IE9, Chrome, Safrai, Firefox, differnet OS's 10.8, Win7, iOS. I always get the same problem. has anyone else run into this issue or even better figured out how to get to it accpet your acceptance.

No. Unfortunately, the Apple ID you use to initially create the account is permanently locked.
Cannot change it.
I cannot speak to if you have an existing dev account. I just had an Apple ID for iTunes. So this is my first dev account I created with the new ID. I did speak to the manager over at the Dev call center they are aware of the issue and working to resolve it, so it's not like Apple has forgotten about us :)
I don't see how your reply applies to what I said.
I'll repeat it:
The Apple ID used to create a developer account cannot be changed once the account is activated.

I just tried those steps and it worked i.e. it got me past the seemingly infinite loop on the agreement page.
