If you bought the phone in the UAE, it will NEVER (repeat NEVER) have FaceTime.
And, in case it's unclear, "never" means there is not way to put FaceTime on the phone. If you want Facetime, sell that phone and purchase one that has Facetime.

If you have all the answers ,as you seem to claim to have ,why are you posting here

For the final time FaceTime will not work in UAE
We can not help you break the laws of the UAE.
If you know a VPN thats not block by the TRA maybe you can try to use Facetime that way, It a theroy but I don't know if its been tested.
It won't work. Facetime is locked off in the iPhone's hardware when the iPhone has been sold by the official UAE resellers.
If you're in the UAE or KSA and it's not working, there's not much we can suggest. Since it's illegal there, we can't advise you on how to commit a crime.
Understand, but advice how to get Facetime back, in countries where it is not illegal would be appreciated.
