Like jamimiranda, "Find my Friends" app let me accept terms there but when i went to settings to check- icloud is still giving me the "unable to connect to server" error as well.. Also, icloud on the phone is showing the wrong (old) email address for me.... it is gray and i cannot update it, even following instructions to a "t".

If I delete my old icloud account, will I lose all my notes and other info?

I found that if I had not set up my WiFi from the beginning, I couldn't get past the Terms and Conditions. I restarted my phone a few times and finally got back to the WiFi settings. I entered in the infomation and was able to get past the Terms and Conditions. I hope this helps someone else that is getting stuck on this problem.

I hope this helps.

Go onto Settings and click on Accept Cookies and select Never. then go onto Advanced and put Javascript on in case it's off. After that reset the device by pressing On/off Button and Home Button at the same time until the Apple logo appears. Once the Apple Logo appears release the button and wait for the device to come up again. try again and accept the terms and conditions, now the accept button should appear. After you've accepted the terms and conditions you can put those settings back to the original if you like to, but it shouldn't interfere with the normal functions of the device. Work for sure!

Tried all of the suggestions above. The only thing that worked for me was deleting iCloud from my iPhone5. Then I went back into settings clicked on iCloud, and entered my email address (they call it Apple ID which is VERY confusing) and my password (which I call my Apple ID) and everything was restored, nothing was deleted and the annoying "cannot connect" warnings stopped. I had accepted via Find My Friends earlier, so I didn't need to do it again, apparently.
