There is a trick that works for mine, it's when you turn your screen to what you wish it is (landskape/ portrait) and switch the lock and unlock switch plenty of times until it stops coming back.
I have the same issue, ipad 2 and shortly after updating ios 7, it doesn't rotate anymore. I have tried every possible way and suggestion I found in the interent.... even went to Apple store and talked to these geniuses... and nothing works... I am still stuck with the same problem... My wife tried too every possible trick we read, heard and found... nothing works... Not sure if Apple wants to force us to buy new machines or the upgdare is fulled with bugs... I updated with the most recent ios 7.0.3 and it is not working.
Rebooting your iPad will fix the problem. You need to turn it off completely, then turn it back on. I had the same problem on my iPad Mini. Once I rebooted the problem disappeared and has been working OK for the last few days.
Have the same problem, tried everything suggested in this thread to no avail.

Looks like a bug to me from where I stand.
i see from the pages of posts to this thread that this is a real bug. after updating to ios7 i could not rotate from horizontal to vertical. now, after updating to 7.0.3, i am stuck in vertical. actually, my home screen is horizontal, but when i open an app, like safari, it rotates to verical although the screen is definitely in horizontal. thanks to your post, i tried the lock button which i had never used before. i didn't have to play with it, just turning on the lock once made the app turn to the horizontal position. so, that's a fix, although not a convenient fix, but i can live with it. thanks.
by the way, just rebooting, as someone else suggested, did not resolve the problem.
Try restarting this worked for me either that or shaking it for a while
Shaking (!), restarting and resetting does not help here...
I guess it is possible for the accelerometer to malfunction at precisely the same the as the ios 7 upgrade.
It just seems rather unlikely...and this iPad has never had a single problem like this before ios7.
Ah well...I will hope for a fix in the OS.
I too am having the problem with rotating the screen. I've backed up, downloaded the new upgrade, hard reset my ipad mini, checked the mute setting, .... I've done everything and it's still NOT working. It's very frustrating!!
No thtat it will do any good ut I'll post a "me too!" post. My iPad2 gets stuck in lansdcape. rebooting restores functionality for a while but then it will get stuck again. NEVER had this happed in iOS 5 or 6.....
Have same issue. Not quit happy with apple lately. Maybe it's time to change.
I turned iPad off then on and problem fixed. Will wait to see if problem returns... My wife's iPad 2 has not had this issue.
So far, Ios7 is horrible! I don't like it at all! There are so many bugs in so many apps, that I want to restore to the previous version and stay there until these issues are fixed! I'm surprised the care wasn't there like it used to be in prior major updates like this! I don't like the overall look either ... the classic app icons are just that... CLASSIC! Even the fonts! sigh....
Nothing said here works consistently.

This would not happen in the "old school" Apple, that is with Steve Jobs as CEO. How I miss that guy!

This is crazy, how many bugs... these guys seem to be more interested on selling (and "updating") than giving excellent quality products, as they used to.
Bubla on page one: "I fixed this issue on my iPad mini IOS7 by doing a re-boot. Works perfectly now"
Fixed it for me too on iPad 2, now running 7.0.3
Having the same issue here with ipad mini and 7.0.3. Reboot does fix nor does restore.
The other strange thing is the home screen is moving with my movements so the accelerometer does work.
