I've contacted Apple following this link http://www.apple.com/support/contact/, follow the steps. If your Care Plan has expired click on Exception -> IOS7.
It seems my iPhone 4s had a hardware issue with the WIFI chip. Apple replaced my iPhone without costs and mine had no warranty!
Hope it helps!
I am in Canada. iPhone 4S, iOS 7.0.2.
Experienced the same greyed wifi issue since update.
My phone is out of warranty by more than half a year.
Followed instruction from Apple's knowledge base, all the tricks explained here and in other threads, except the dryer/freezer ones.
Sometimes, immediatly after applying a fix, wifi/bluetooth became enabled, but never more than half an hour.
Yesterday, Oct 5, I followed user Tommeucanyellas recommandation, quoted here.
I chose the right Country, and clicked the following:
iPhone > Service request & Troubleshooting > Restore or update not working as expected.
Then I entered my serial number. Then choose iOS 7 in the next menu.
I chose to schedule a call. The phone rang at the exact scheduled time. Spoke to a first nice and polite representative who asked if I tried the workarounds explained on the Apple knowledge base, as well as backup/restore and reset network settings. Then I've been put on hold for a couple of minutes. When she came back, she transferred me to a senior representative.
The senior representative acknowledged the situation and apologied. Without me asking anything yet, he offered me to make an exception, a free replacement.
To get the new phone, he proposed to
-go to an apple store (this is a 3 hours drive for me)
-I send my phone, when they get it the send a new one.
-They charge my CC, send me a phone, then I have 10 days to send them the faulty one with the box I received my new phone in. Then they undo the CC billing.
I chose the last option of course.
The same day the new phone left the warehouse in PA and is scheduled to arrive at my place by tuesday.
At the end of the conversation I asked if he was aware of the technical issue. He couldnt tell me, but said that was a known issue and some customers were experiencing this.
I must admit I've been pleasantly surprised about the outcome of this issue.
For those not having luck at an AppleStore, I suggest you try this.
Thanks to Tommeucanyellas for bringing this solution out.

I'll join the crowd...my 4S lost wifi just like everyone else. Luckily, I had 2 weeks left on a 90-day replacement iphone warranty. Apple is sending me a new relpacement, but said that they have recieved no other complaints of this type with the ios 7 update.😠
Hey. I may have stumbled onto to something. Now, I did change the name of my iPhone and removed the apostrophe, but I'd tried that before with no result. So I'd put it back in. Well, I went back in and removed it again, but I also went into Settings- Control Center- and deactivated "Access on Lock Screen": held power button down to shut phone off and then restarted. I now have WiFi: again with no WiFi symbol in upper left corner. In Settings Wi-Fi shows 'Off' but touching the WiFi button opens Wi-Fi settings and in there it's on and showing my homenetwork joined. I'm receiving email, opened Safari and able to connect- ****. It just went down again. Hmmmm. I opened settings went to wifi and it joined my network again. Safari works. Tried Check, my financial app- and it's searching :(
This is buggier than a campground in Maine in July!!!!
Okay- I tried this again and I have WiFi *AND* I have the WiFi icon showing- all Internet dependent Apps seem to work now.
Settings- Control Center- disable the Access on Lock Screen and exit Settings. Power off iPhone. Wait a minute a restart.
Here is a previous posting of mine from earlier today:

iPhone 4S, iOS 6.0.2, IOS 7.0
I have given up on any "quick fix" (although I appreciate everyone sharing). This is an OS issue and needs to be addressed as such by the maker of the OS.
Not sure if it's been mentioned but if you have the ability to use your iPhone as a hotspot (as I do) that also won't work because Wi-Fi needs to be on. My wi-fi button will not toggle and is always "greyed" out.
Hopefully Apple will include this fix in an eagerly anticipated update!
Honestly to anyone who reads this, install updates hardwire through Itunes whenever possible. At least do it for MAJOR updates. Most of the problems occurred OTA(including fellow employees at my work). I OTA updated to see the phone when I was at work, then came home to do a reset and thorough install. OTA patches and anything wireless isn't as reliable as hardwired.
I'm having the exact same problem! Updated my iPhone 4s OTA on sept. 18th, had working WiFi until saturday. After that the button greyed out, and there's not a single solution that works. Tried re-installing as existing phone, and also as new phone. Yesterday I called Apple tech support, and they tried all the same steps mentioned here in the discussion. The lady I spoke with first was very kind, and agreed with me that it couldn't be a hardware issue, but must have been in the ios update. Since she couldn't help me, I got to speak to her supervisor, who immediately told me it must be a hardware issue, and cannot be a software issue. After me telling him (strict but kind) that I didn't accept his answer, and definately didn't accept him telling me that I'd have to pay €200 for a "new" phone, he told me he'd escalate my problem to the enigneering department where they will decide if I become eligible for a new phone. It might just take around five working days before I receive the verdict... Terrible, terrible service by Apple...

I informed the genius of my problem to which I was told "Ah there may have been an underlying problem which has manifested after the IOS7 update" when I stated my phone worked fine until the upgrade I was told that this type of problem sometimes occurs and apparently in the terms and conditions we the consumer are told to upgrade at our own risk.
Your device had a hardware defect that did not manifest itself until a certain amount of heat was generated. In this case, the iOS update generated the heat, which revealed the problem.
When I asked what APPLE could do to help I was basically told NOTHING. They would swap my phone at a cost of £139.00 or I could continue to use it as it was. I was furious when I think I have only had the phone since 31st July 2012 and it is of no use to me now.
So, they offered to replace your out-of-warranty device with a duplicate device (no downgrade, exact make & model) at a huge discount? Sounds good to me!
As like everyone else I cannot use my phone without wifi or bluetooth and as such I had no option but to cough up the fee of £139.00 for a replacement. I now have 90 days warranty. The waranty will be of no use to me however in one years time when APPLE turn out yet another system upgrade and everything stops working and no doubt like the fool I am I will be back at the Apple store handing over another £139.00 of my hard earned cash.
Weird. You can't make phone calls anymore? You can't use your phone? Very odd.
And perhaps you should have 'handed over' £62 of your 'hard earned cash' for the AppleCare Protection Plan Plus at time of purchase. That would have avoided the £139 replacement fee entirely.
PS. This supposed new phone now connects to wifi. It does not however connect via bluetooth to my cars Pioneer Avic F900bt entertainment/satNav system so yet another product has become useless due to the IOS7 upgrade, this was working fine until the upgrade. No more handsfree calls for me unless I fork out some more cash for a bluetooth headset or new entertainment system.
Perhaps before assuming the new phone is 'defective', you check to make sure that the bluetooth settings & pairing records are re-input into the new device? Perhaps some basic troubleshooting is in order before panicking again?
Totally sick of APPLE products
I'm sure there are other options available to you. Perhaps you should explore them.
I'm thinking this issue goes beyone Wifi. In trying to get my phone to turn on wifi and all the tricks, I've discovered other issues. If I turn go into airplane mode and turn off, it doesn't stay off. If I turn off location services and turn phone off, the relocation services come back on. If I turn off "find my iphone" and turn my phone off, again when i turn my phone on, it's on. This has got to be a software issues.
I don't know what I did it if I got lucky but I called apple and explain that I downloaded via wifi and then my wifi was broke and that my phone was 2 months out of warranty and after speaking with 3 people they approved a new phone for me. 1 hr later I'm at apple store and now I have my new phone. Freakin amazing I couldn't thank them enough.
Now my new phone is back on IOS 6 I am afraid to upgrade it. Not to mention battery life was awful on 7. For now I think I will keep 6
***UPDATE*** Well I went to the Genius Bar at the Austin Apple store. There were a lot of other customers with the same problem. Apple was aware of the issue when I came in. In-fact when I made my appointment they asked me if the button was greyed out when I said I couldn't turn on my wifi, so they were well aware of the issue. Place was busy like a trading floor and they were backed up for servicing their appointments by two hours when I showed for mine. They were still charging everyone $200 for replacements. Like I said before I refuse to pay that.... So off to Samsung, Galaxy here I go.
This is either a major quality blight on Apple even if their story of a hardware issue was true. Or their very incompentant. Either or, pick one. I don't want to deal with it anymore.
I'm having the same problem. My Wifi option is greyed out on my iPhone 4S. I've reset the phone and reset the network settings which works at first but then the phone lags for a second, drops the connection, and the Wifi is greyed out again. I've set up a call with Apple on Monday. Apparently they are aware there are problems because when I chose to opt out of paying for the call one of the reasons for the exception was "You've recently updated to iOS 7" along with "You have Apple Care". We'll see. I refuse to pay for a new phone when the warranty just ran out at the beginning of this month and an update from the company is causing my phone not to operate properly when it was fine before. I agree that if they insist on us paying to fix it I will just take my business to their competitors.I understand that technology has flaws from time to time and I've dealt with plenty from Apple over the past few years, so hopefully they'll get this problem fixed soon.
Same 'wifi grayed out' problem here ... have done everything listed and spent 3 hours on the land based phone with Apple ... They are standing behind the idea that the wifi issue is not related to the iOS7 update and that 'the wifi hardware was going to fail in a day or two anyway' ... nice ... I guess that sums it up. Apple stated that iPhones that are outside of the 12 month warranty and are not covered on an AppleCare contract will have to be repaired or replaced at the owners expense.
I tried this and so did the genius at my local apple store: no luck. But fortunately my iphone was 13 months into the 24 month applecare cover and so the guy at the apple store simply replaced it with a new one. He said he had checked the hardware and it didn't work, so would replace.
I wonder, but really don't know, if somehow the iOS 7 is causing older iphone 4s to overheat and some hardware fault is developing because of this??
Here is the latest for me:
Home wifi does not work with devices with os7 on it including my 4s. My 4s works fine on public wifi. My apple devices that do not have os7 run fine on wifi at home including an old ipod touch which can only go up to os 5.1. This is why I think its os7 and not a hardware issue (at least for me).
So, I tried resetting network settings on the 4s. Did not work. Modem would not reset properly after that. Had to get a new modem (rather pay $100 for a new modem than $200 for a new phone I guess). Everything works find now BUT I have not since tried to connect via wifi with any of my devices that have ios 7. Still holding out hope that an os7 update is coming and that it will fix it. I did read a blurb suggesting an update is coming soon. Don't know how reliable that information is.
"The new operating system seems to have an issue with apostrophes. At least when it comes to wi-fi."
My phone did have an apostrope in the name as I believe this is the DEFAULT for naming the phone (ie you enter your name and then it suggests '<your name>'s phone' for the phone name.
Regardless I renamed the phone and did a power down, hard reboot (hold both buttons), and reset network setting - no success. Time for apple to fix their buggy code.
