I've contacted Apple following this link http://www.apple.com/support/contact/, follow the steps. If your Care Plan has expired click on Exception -> IOS7.
It seems my iPhone 4s had a hardware issue with the WIFI chip. Apple replaced my iPhone without costs and mine had no warranty!
Hope it helps!
I am in Canada. iPhone 4S, iOS 7.0.2.
Experienced the same greyed wifi issue since update.
My phone is out of warranty by more than half a year.
Followed instruction from Apple's knowledge base, all the tricks explained here and in other threads, except the dryer/freezer ones.
Sometimes, immediatly after applying a fix, wifi/bluetooth became enabled, but never more than half an hour.
Yesterday, Oct 5, I followed user Tommeucanyellas recommandation, quoted here.
I chose the right Country, and clicked the following:
iPhone > Service request & Troubleshooting > Restore or update not working as expected.
Then I entered my serial number. Then choose iOS 7 in the next menu.
I chose to schedule a call. The phone rang at the exact scheduled time. Spoke to a first nice and polite representative who asked if I tried the workarounds explained on the Apple knowledge base, as well as backup/restore and reset network settings. Then I've been put on hold for a couple of minutes. When she came back, she transferred me to a senior representative.
The senior representative acknowledged the situation and apologied. Without me asking anything yet, he offered me to make an exception, a free replacement.
To get the new phone, he proposed to
-go to an apple store (this is a 3 hours drive for me)
-I send my phone, when they get it the send a new one.
-They charge my CC, send me a phone, then I have 10 days to send them the faulty one with the box I received my new phone in. Then they undo the CC billing.
I chose the last option of course.
The same day the new phone left the warehouse in PA and is scheduled to arrive at my place by tuesday.
At the end of the conversation I asked if he was aware of the technical issue. He couldnt tell me, but said that was a known issue and some customers were experiencing this.
I must admit I've been pleasantly surprised about the outcome of this issue.
For those not having luck at an AppleStore, I suggest you try this.
Thanks to Tommeucanyellas for bringing this solution out.

You seem to be under the impression that Apple is somehow responsible for the interaction of every app that is put out in the App Store with your device (in combination with every other app you may have loaded on it). Apple is not directly responsible for those apps, nor do they have any control over whether or not the developers have made them compatible with iOS 7 or not.
Also, they have no control over people downloading non-App store apps onto their devices.
So, if this issue is being caused by a conflict between an app and iOS 7, or by a combination of apps with iOS, it is not something that Apple could have forseen, tested, prevented, warned you about, or anything else.
How would you expect that to have occured, exactly?

Device was moist coming out of freezer so I can attest to this fact. My water indicators had already been tripped so no harm for me. Device isn't quite a brick but close given I have no wifi...
One wonders if water damage has influenced this HW/software conflict we seem to be sharing on this community.
One other little observation I've made on this issue. Bluetooth is also affected. My device will rarely connect to BT automatically in the car and when I run with Bluetooth headphones they cut in/out when the device isn't held perfectly still...
Basically a brick:/
Guys, calm down ! Just wait for the fix, there is NOTHING we can do !
It is not up to us to make iDevices work with iOS 7 !
Apple IS AWARE of this problem and is working already on a fix, they just don't want to go public with it.
It was a mistake, they'll make it better.
Also, this is blown out of proportions here because Apple has built this image of a perfect company that produces flawless devices. If this would have happened to Samsung, no one would have been upset (they would somehow expected Samsung products to not be perfect).
And completely rewrite the entire OS and make it avalilable free also on 3 years old devices is no small thing !!
How many 3years old android devices do you know that officially received Android 4.3 ? ...and that's only a small increment, it's not a new OS !
Apple's problem is that they want only the best for their customers (so they can charge more for their products) and this bug was the price they had to pay !
No one with the three years old phone was dying to update to iOS7. iTunes forced me to do so. Everytime I pluged in my phone, the iTunes pops up a message to ask for update, and there was no way to say "No, I don't want to update". You just have to cancel that annoying message everytime to continue using iTunes. To get rid of that message I updated to iOS7 and I never knew it would be this much horrible.
Don't ever compare Apple products to the Samsung products. Apple products are almost double in price. So it's not good to point out Samsung's problems to justify Apple's bug. This iOS version was very poorly tested. Just like every version of iOS and xCode that Apple releases. Apple has to increase their testing capabilities or they will loose their customers as well as their fans.
You are only partly right, there is no comparison between Samsung and Apple.
However, the price is not the reason.
If you take Galaxy S4 and iPhone 5s, they cost almost the same with a 2 years contract. And the build quality of Samsung products is much lower than Apple's ...not to mention the Android and the apps...

Just curious, where did you get the information from Apple is working on this problem? Did I miss something?
And lets just suppose they 'are' working on a solution: wouldn't it be very good Public Relations and maybe even respectful to their customers to inform them before they have all left?
When you say 'hey guys, we made a mistake, give us a bit of time and will work it out', people will accept this (in general) If you don't communicate. this creates frustration, anger (iPhones are NOT cheap)
2015: Apple sends out a communication: "to all our loyal iPhone 4s users experiencing a wifi problem:
Hey guess what! By popular demand we have created a fix! You can download it now on our www or on gopher"
2 months later: new communication: "well after two months we discovered no one downloaded the fix, so apparently there was no real problem. so our conclusion is we must have very satisfied customers"
If I would show this behaviour to my clients, I would have no clients left....
Just common sense.....
The reason for not going public is obvious: it might affect sales on the new release iPhone 5s. ...remember the "death grip" (and THAT WAS A HARDWARE DESIGN PROBLEM) ?! ...competition is waiting for any small chance to jump at Apple's throat.
So, they think, since not EVERYONE is affected, they can quietly fix this and new customers will never know. :)
They can't just say: "Buy right now this new iPhone 5s for only 800$ running the new iOS 7!! ...it may not connect to the network, but don't worry, we'll fix it later, after we figure what the problem is !" now, can they ?!
The only thing is, here we are talking about the 4S and not the 5 or 5S...
All devices and software has errors and the worst you can do is to pretend there is no problem...
That might have worked in the pre-internet days but not anymore these days....
Well, gail from maine, allow me to retort! This is about Apple's being able and willing to go to certain lengths to protect their customers. And this is definitely something that Apple should have foreseen, tested, prevented or at least warned me about (good legalese there, btw). Anything less than that is irresponsible corporate conduct redolent of unrestrained profit-seeking (not necessarily unrestrained profit-seeking). Naturally, there should be limits to testing. Here is a sample program:
1. Make a list of ALL apps sold/offered through AppStore (ideal scenario);
2. If the list is too long, use a filter (say, number of downloads - select only most used apps);
3. Test how the new OS works with EACH app on the list;
4. If any app conflicts with the OS, disclose that information well in advance of releasing the OS, and publish it in LARGE CAPITAL LETTERS IN THE MOST VISIBLE SPOT; then request users to either get rid of non-compliant apps or proceed to upgrade at their own risk;
5. Warn users that apps coming from third-party providers are not vetted, and users should either get rid of them or proceed to upgrade at their own risk;
6. Give users an opportunity NOT to upgrade without getting annoying reminders; and
7. Give users an opportunity to roll back to the previous version of the OS if they do not like the new one.
Now, THAT is responsible corporate conduct. Also, the number of 4S phones affected seems to be disproportionately large vis-a-vis other devices. I find it hard to believe that this fact did not come out during the testing process - particularly if testing was sufficiently rigorous.
Last but not least, failure to recognize a problem which is driving numerous customers nuts throughout the world is COMPLETELY irresponsible if not downright cowardly.
Genius from Apple store says the only option is to provide another phone for 200$.
Is that a way to fix a software problem ?
"Yeah let's milk out more money from our customers while we can" is more the feeling to me !
I'm not a tech or phone savvy person, but I'm having trouble connecting to my home wifi with my iPhone 4S since upgrading to the iOS7. I can connect to my work wifi just fine. And th battery runs out crazy fast now. I have been following this thread for a week now and have tried everything except the reset to factory settings and/or putting it in the freezer. I have 3 questions. 1. Is there ANYWAY AT ALL to uninstall ios7 and get the ios6 back? If so, how? 2. How do you find out when your warranty expires? Through Apple, or my cellular provider, Sprint, that I bough the phone from? And 3. If it is an App, has anyone figured out which one yet? Help!
Acesinica, It is still working fine, It has been a week. The Wifi was never grayed out, after installing ios 7 the wifi stopped working, could not detect any networks but I could turned the wifi switch on and off.
I think that depends on the router signal strength.. On my iPhone, i could play Solstice Arena, YouTube, etc...but on the iPad, it's impossible to maintain a continuous connection for more than a couple of minutes... I have never had the wifi button greyed out on neither devices, it just connects, works fast, then it disconnects only to reconnect in a few seconds.
The battery drains very fast, though...that I have noticed. The phone almost can't make it through the day.
It' s ridiculous, iphone worked perfectly since i upgraded to IOS 7, apple phone support told me to spend 211€ for a new motherboard.
I think that only retards are not able to find a bug like this on IOS debugging period, it's ridiculous that apple support still say that it' s an hardware problem and they dont know nothing about issue on wifi on IOS7 and 4S.
Today Apple support told me it's my first time listening about this issue with greyed wifi...
I'm really ****** off...
