I am part of the percentage (I don't know how small) who did get relief from help at the Apple Store. My battery was not in bad shape before the update but was certainly starting to fade. In hindsight, I realize that I was plugging it in more often towards the end of the day, although it usually made it through the whole day. After the ios update, I had to plug in after only an hour or so of use--definitely a marked degradation. Something in the ios brought out the problems with my battery. I tried turning stuff off, restoring the device, etc. So I went to the Apple Store.
They tested my battery and found that it failed the test and classified it as "expired." They changed the battery (free for me and $79 if you don't have Applecare) but made no promises. They told me there may still be a bug in the ios or in my apps. They told me Apple IS working on it, but they may have just been saying that to make me feel better.
I came home with low expectations but, what do you know, my phone is REALLY good now. I never turn off wifi, bluetooth, etc. I even turned on some new features that supposedly eat up batteries, like auto-updating my apps. My phone regularly ends a 15 hour day with 20% battery left and I use it quite a bit. I am not streaming content the whole day unplugged but I am receiving notifications, checking email obsessively, listening to Instacast, running Waze as needed (I do quit that when done), etc.
Please don't flame me or call me names. I just want to give hope that some of you will be able to get a fix without having to buy a new device. Sometimes it really IS a failing battery. I don't know why ios 7 exacerbated it but it is possible that some of the new programming did make it worse, but it can be fixed in many cases with a new battery. I am posting this after much thought and consideration because people get a fix and disappear from these boards and then the only posters left are the ones still having issues.
