Can't Scroll In Mail after Mavericks update
Scrolling up or down in Mac Mail is not working - very odd.
Scrolling in all other apps is fine, however.
Any thoughts? Thanks in advance.

I do believe this is the issue, every time an update is done the cache is getting corrupted...
Please keep me posted as I will wait until your answer before updating again, thank you!

PS: I have not had a hickup yet...
New update has made the non-scoll issue even worse. Re-starting only fixes problem for about 5 minutes now, used to fix for longer. This problem is across programs as I am also getting same problem in Calendar and Finder. This problem is not fixed by dumping cache, at least not in my case. This is a bug and it is pretty serious.
This non scrolling issue got me thinking so I did some digging into non scrolling issues starting with Lion, then ML and now Mavericks. The common link seems to be the wired mouse or Magic mouse or trackpad driver plist file. Depending on which you have one of the main fixes is to delete that file in your hidden library preferences folder. It appears to get corrupted causing this issue especially when upgrading the OS.
Wired mouse: com.apple.driver.appleHIDmouse.plist
Magic Mouse: com.apple.drriver.applebluetoothmultitouch.mouse.plist
Track pad: com.apple.driver.applebluetoothmultitouch.trackpad.plist
In finder under option GO click on library and then to preferences folder and find the file that matches your device and move to trash but do not delete until you test all is OK. If all works empty the trash. A new file will be generated.
If this fixes your issue please let this forum know.

Your fix appears to have worked. Changed to Scrolling with Inertia under Accessibility and so far (over 24 hours), no freezing of scrollling in Mail or Finder or Calendar.

MightyMagpie - changing from without inertia to with inertia immediately caused Mail to move in the screen... checking the scroll on the previously open email found no change then, but clicking on a different email listing caused the scroll function to come back to life. Well done.
The directions from diveinn on page 3 of this thread resolved the issues for me... will be interested to see if the problem reappears after any future updates, but for the moment I am very pleased to be scrolling happily into the new year.
After trying different methods deleting these files from the cache did not work. It was only temporary. it takes me time to try different methods because each proposed fix can work for several days before the non scrolling issue returns. Now I'm trying the scrolling with inertia setting to see what happens.

It's now been 4 days and no issues after settting "scrolling with inertia". Not sure what this is doing to fix the non scrolling issue but as long as it keeps working I'm happy.
