How do I turn off the silence ? ( I do not want either always nor only while iPhone is locked).

Check to make sure you do not have the mute switch (just above the volume buttons) engaged.

Thanks for trying but that's not it. Even under accessibility/assistive touch, I have to keep unmuting there because it reverts to mute when phone is black.
