This is the link to use to erase the iPad via iTunes: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
You cannot see OR edit your restrictions passcode. You MUST erase the device to remove it. And you cannot restore from a backup as the restrictions passcode IS contained in the backup. This would put you in a never ending cycle of disappointment.
While this link says for forgotten passcode, it is the same required action for forgotten Screen Time or Restrictions passcode. And this link is from Apple, not a 3rd party. If you called Apple, this is exactly what they would tell you to do.
The only solution I crossed was to go to Find My/ Find My iPhone/iPad on another device and click erase. Make sure to back up your device first, or all information will be lost. If you don’t have another device, click on your device on Find My and click erase. Due to the fact that I never did this, I cannot assure you that it will work. I was able to restore my iPad once I erased it. I hope this is helpful!

You can either attempt to reset the Restrictions passcode as explained in the support document provided in the Apple recommended post at the top of every page of the very thread you replied to, which says this:

If you forgot your Screen Time passcode, update your device to the latest iOS or iPadOS then reset your passcode. If you can’t update your device, erase it and set it up as new to remove the passcode and choose a new one. Restoring your device from a backup won't remove your passcode.
Or as suggested erase it and set it up as new. You will need to do this with iTunes / Finder on a computer (Mac or PC), to bypass the restrictions passcode.
Follow the steps in the "Restore your device to factory settings" section in the link titled "erase it and set it up as new" in the text above.

I had the same problem with my IPAD2 . It worked fine and i was able to reset my restriction passcode.
You either have to remember your code, restore to a backup that was taken before you put the code on the phone, or reset the phone back to factory defaults.

The only way you are going to remove restrictions is to reset the iPad iPod iPhone back up to iCloud before going to factory settings
If you know the passcode you can disable it, but if you don’t know it or it was added when you updated it you have to restore as a new phone. This is straight from customer service support. Smh.
download 'Find My iPhone'.... Sign in to to your apple account and then click 'erase iPhone'...

If you have backed up your device to your computer via itunes, you can locate a file on your computer.
Macintosh HD > Library > Application Support > App Store - Here you should see a file called "adoption.plist"
Select that file, hold control in the drop down select open with "Text edit"
When you open and view this file look for a line of code with the following tags <integer>XXXX</integer>
The four numbers that you will see between these tags is your "restriction passcode"
Remember that number, close the file - and you should be in.
Soo, you have already gotten a lot of replies, but this worked for me at least 🙂 28.03.2016, on ios 9.3
Connect iPad to a computer and make a backup on iTunes.
Afterwards you download pinfinder from this site https://github.com/gwatts/pinfinder/releases, and choose the file fitting your operative system.
Unzip the file, and run the program; you will recieve your passcode.
Try a soft-reset/reboot of the phone and see if that frees up space. For the restrictions passcode, and if you want to reset the phone, restore to a backup (if the backup was taken when the code wasn't on the phone), or use recovery mode to reset the phone
I used 1234 as recommended by another user. I didn’t recall ever setting a PIN for restrictions and now it seems it was set during an up date. I would suggest before resetting phone try the default 1234. Work for me
