This is the link to use to erase the iPad via iTunes: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
You cannot see OR edit your restrictions passcode. You MUST erase the device to remove it. And you cannot restore from a backup as the restrictions passcode IS contained in the backup. This would put you in a never ending cycle of disappointment.
While this link says for forgotten passcode, it is the same required action for forgotten Screen Time or Restrictions passcode. And this link is from Apple, not a 3rd party. If you called Apple, this is exactly what they would tell you to do.
You will be restoring your phone to factory state, not restoring from a back up. Yes, it will erase everything on the phone.

Follow the steps provided many many times over in the very thread you replied to to restore the device and remove the restrictions passcode.

If you mean how to reset the restrictions code you need to remember the current code in order to change it
I decided to reset my iPad 3 running IOS 8.3 to factory default setting as I had over 3000 photos synced from iPhoto would not erase; iTunes got stuck in "Waiting to sync" for hours. I've done resets before, mainly to free up "Other" taking up gigabytes of space, and for the first time ever this restrictions password came up, I know I have never set one. It was not in adoptions.plist as suggested by Tikara_NZ and 1234 didn't work either. I logged onto iCloud web and reset it from there although I was warned that some features may be restricted, I have yet to find out which ones, if any.
These are the perils of upgrading "old" hardware to the latest IOS. My personal leason leant is not to do it.
It may sound a bit crazy, but after 15 failed attempts to enter the restriction password I "supposedly" set up, the combination 1111 WORKED!
Not like I would ever choose that set of numbers, but the good news is you can give it a try and hope for the best. If this combination doest work, try 2222 or 3333... etc.
PS Iknow it is a pain in the neck to keep trying wrong passwords because the phone will not let you try another in 15 mins or 1 hr, but you can cheat the system by adjusting the time manually, that way you can try them back to back.
i dont think u can rest your code but there are some ways you can reset without losing your data
1. back up to itunes
restore and use the same backup and you get your data back
if that did not work
restore your ipod
What I read, was that most likely my passcode for restrictions was 1234, because Apple made a default setting to one of their software updates a while back. I would at least just try to plot in 1234, if you certainly don’t remember having set a restrictions passcode before. That was at least my case, and it worked. I was then able to fix my phone.
Not sure how old this post is, but I my kids lost their Restrictions passcodes on their iPads. I don't recall where I found the Youtube link, but I thought it was on this website. Regardless, I watched a YouTube video and downloaded their free software and recovered the Restrictions passcode on one iPad. I ran virus checkers and didn't find any problems. Standard disqualifiers about using free stuff from the internet apply. Here's my old post:
This Youtube link worked like a champ on iPad 4 Mini, ios 9.2.1. I just bought this and restored a backup from iPad 4. The code it found wasn't anything I set...no idea how it got there. 0000, 1234 didn't work. Another 4-digit code in the plist file didn't work. Watch the video; it's easy. First try.

You don't need an Apple computer (e.g. friend's, family member's, Apple Store, authorised repairer), to reset a device back to factory defaults using recovery mode you just need a PC or Mac with a high enough version of iTunes on it - recovery mode instructions are half-way down : https://support.apple.com/kb/HT204306
