Apps are always tied to the Apple ID under which they were downloaded. Even if someone had the app, it wouldn't work on your phone unless they were also willing to give you their Apple ID and passcode.

Yes you can and like some said earlier Android is capable to do so and there are my applications , the one to use for IOS is called myphonedesktop you can find it on the app store 🙂
