Apple Event: May 7th at 7 am PT
I updated my iPhone 4S to iOS 7.1 today. Everything seems to be ok except my GPS is always on. The GPS arrow won't go away from the top right. I've closed all applications and restarted my phone but the arrow remains. Anyone else experiencing this or have a solution?
I think I found the culprit...Foursquare. Under Settings>Privacy>Location Services, turn off the GPS function for Foursquare and the previously always-on GPS arrow disappears!
Prior to the 7.1 update, I had to nanny Foursquare by manually force closing it after using it. That would then make my GPS arrow go away. Now after the 7.1 update, manually closing it doesn't shut off GPS. Now the only solution is to shut off GPS access to Foursquare completely, which is silly. Hopefully Apple and/or Foursquare fixes this. I won't be using Foursquare anymore unless it's fixed. Not worth my time.

I've noticed it too, and the location-aware app keeping the GPS active has to have its GPS access shut off for GPS to go inactive again.
I noticed and have the same problem, Foursquare keeps the GPS running even when I've shut the app down.
I really do NOT like this 'feature'. Bye bye battery life!!
confirmed it's foursquare - but you can turn off such nifty option in the app options under settings/account/privacy (allow to run background location and behaviorally targeted ads)

Are you sure? I solved only after turning Off the GPS (Under Settings>Privacy>Location Services) for the Google app.
google app didnt give me any problem with the new background always on functionality, but i suppose any app using that feature must have a turn off button without having to reach for the general setting on your phone for it which means basically turns it off ?

If I turn off the GPS for Foursquare, I can't use it anymore... So the app became useless. 😟
The app that left the location notification on for me was the Cineplex app - it was already in use and 'finding' my location when my phone restarted from the upgrade to 7.1
I found disabling location services for the google app removed the GPS arrow for me as well. Hopefully Google will release an updated app correcting this problem.
There are probably other apps out there causing this issue as well. I can't speak for four square since I don't have that app installed.

I don't have Foursquare. Mine seems to be Amazon CloudDrive. I turned GPS access to it off and now it is the Apple Store app that seems to be stuck on.
Not happy with what likely is a bug.
Same issue. I don't have Foursquare, but it seems to be Google and the Apple Store app for me. Turning off Google location services turns the icon into an "outlined" (geo-fencing) location arrow. When I then turn off the Apple Store location service, the GPS icon goes away.
As an update: I rebooted the phone again. The Apple Store app is functioning properly now - GPS turns on and off as required.
Now it looks like I narrowed down the issue to just Google. With location services enabled for Google, the GPS is always on (solid) even after I force close the app.
Funny thing is, in the Location setting for Google Now, it says "Location reporting doesn't require use of the GPS. It is optimized to use call towers and Wi-Fi to update location..." So why is the GPS on?
Hi all, I just wanted to let you know that in my specific case (also an iPhone 4S with recently installed the iOS 7.1 update) the problem with the GPS always on (small arrow icon in the upper right corner of the screen) was due to the Tango App (I also have installed the FourSquare App and the Google App and none of them seems to be the cause of the problem). Thanks.
I had the same problem, as soon as I turned off Find Friends in Privacy.. Location Services it turned the arrow off.
