apparently it got hacked by a group of Japanese people. I have no clue why and how, but if it really got hacked , I guess your facetime, iMessage and iCloud don't work. This also happened to my Mum and now we are struggling to make it work again, because they changed the AppleID to for example "5*****@qq.com". (The first number showing, varies.)
If you have the original invoice it shouldn't be a problem for Apple to make it work again.

I know you trying your best, but what I was attempting to figure out that when you say hacked you mean that someone took her ipad, unlocked passcode, signed out of existing apple id, created new one (on her ipad) and signed back with new one that your mom does not know. I was curious how that could be done with as many details as you or your mom can remember. It appears that whoever had done that is brilliant hacker, cause not you, nor anybody will remember giving that ipad to anyone nor any other details available. Also how do you know that while there are no details, that was done by Japanese people. As far as I know the qq.com domain is registered in China.

We purchased an iPad Mini from a major Canadian Retailer, and has never left our ownership. It was recently updated to iOS 8.1.2 after which we set it up to work with a brand new Apple ID. While iCloud activation worked, we could not get iMessage and iCloud to activate, despite best efforts and multiple phone calls to Apple Support.
We last spoke with an iOS support representative who suggested we Erase All Content and reset the iPad Mini. We did so, but on setting it back up suddenly discovered that it carried an activation lock using the very same account listed in this thread: 5*****@qq.com.
We are dead in the water with this piece of hardware, with the rep advising us that it can take up to 5 days for Apple to remove the activation lock, even after receiving proof of purchase from us. 5 days? To correct or override a database entry? Who's at the controls there?
The rep was, apparently, absolutely baffled about how this could have happened, but it's obvious that this must be a known support issue about which Apple is remaining silent. I can't understand why? Oh - wait. It must be 'embarrassment'.
I own A LOT of Apple hardware and have advocated it highly within the circles in which I work. But, I'm beginning to regret that position, deeply. This situation demonstrates ineptitude, inefficiencies and cowardice within Apple Support, and Apple Corporate. It makes me sad.

iPad Mini. I'm New York City.
Large corporation. We purchase TONS of stuff from Apple.
One of our iPad Minis needed to be reassigned. Its iCloud was not linked to ANY Apple ID. Connected the iPad Mini to iTunes to upgrade software to iOS 8.2, and restore it from factory settings. Now that it's ready, is telling me that it's linked to Apple ID (5*****@qq.com)
Apple ID 5*****@qq.com ---> Is NOT one of our accounts!!
We need a solution for this quick.!
Firsty, Apple are not here. Secondly, have you taken your phone in to be looked at? Contacted Apple Support?

You will love Android, I do. Just in case you do decide to stay, if you original owner you can get that receipt from original point of sales - they all keep records.

QQ is a famous (or notorious) free-email service from Tencent, one of the biggest internet service company in China, and obviously hackers love to substitute those free-email address for your real Apple ID. There has been a lots of apple iDevice users suffered this during last two years all over the world. Those hackers are systematically attacking Apple products (especially iPhone and iOS) in many different ways. You may guess about their motivation.
But I totally have no idea how they did it.
My date of birth, rescue email address, and security questions had been changed (in simplified Chinese) in few minutes. And the hacker even attempted to set up two-step verification for his new address.

I agree 100%. My iPad is locked to 8*****@qq.com. I won device at a grocery store and I don't have a proof of purchased. I guess my brand new device is going to the trash.
I got my refurb through Best Buy (who supposedly got it from apple ) and it never did this until today....any suggested solutions?
Apple's security supervisor or whoever she was told me that there is nothing she can do and basically Apple product can go to the trash.

Find your original receipt from Best Buy, if needed call them to email it to you and with receipt on hands contact Apple.
