I've followed all steps MaxBook says, until the step 5. But step 6, Instead of Personal HotSpot OFF now appears, it appeared the option Set Up Personal Hotspot under Cellular. When I clicked on it the following alert showed: Set Up Personal Hotspot: To enable Personal Hotspot on this account, contact Carrier.

So instead of just putting a random name on step 4 put the same name as in the Cellular Data username. Do the same thing with APN and Password.

So here it is the MaxBoox steps redefined:

  1. Click on SETTINGS
  2. Cellular
  3. Cellular Data Network
  4. Under Personal Hotspost enter the APN, Username and Password as in the Cellular Data (Press Return key as you enter each information)
  5. Go bak to Cellular, then Cellular Data Network
  6. The Personal HotSpot OFF now appears
  7. Go back to Settings and you will see the Personal Hotspot option as it was under iOS7

Thank you so much @MaxBook for the solution and @Karlucis for bringing this up.

I was wondering where the Personal Hotspot feature went since I've updated to iOS 8. This quick solution helped me to resolve the issue.

I've made a 1 minute, step-by-step video tutorial on How to enable Personal Hotspot in iOS8. I've noticed that the pictures in the original post are missing, so maybe this will be useful to someone:
