I did try doing a factory reset and then restored from the backup on my computer. No Service problem went away for 4-1/2 hours, but has now returned.
Just got a call from Apple, they are working on the iPad 2 NO SERVICE issue for sure. Wanted info from my iPad. Maybe there is hope after all. The bad thing the rep told me was that the iPad 2 will run slower on ios 8. I am staying with ios 7.1.2
After doing a factory reset and restoring from my itunes backup, my iPad 2 has become more stable and is not freezing up so far. Prior to this I was getting a random black screen. If I tried resetting it would go the the Apple startup screen and then to the black screen and remain there. Programs were crashing and freezing as well.
The cellular No Service problem has not been fixed. Turning the iCloud Drive on and off does seem to be a temporary fix. I will have it set on "on" and it the cellular connection will work for awhile. Then it will stop working and I will get the No Service again. At this point if I switch the iCloud Drive to "off" the cellular service will be restored for awhile. Then eventually it will lose cellular service at which point I switch iCloud Drive back to "on" and service is then restored.
I have tried everything suggested with factory reset without backup recovery. Nothing works for more than 1 day. Activating ICloud just shorten the awake of 3G but it lasts few hours. It's evidently a problem that Apple has to fix. But the question is: will they fix it? And when?
I paid for my Ipad 2 real money, I would like to receive at least respect from them.
After applying the procedure described by me in a previous post (restore from iTunes and then setting up as new iPad), during the next 3 days I had 3 times 3G freezes (resolved only after iPad restart) and 1 no service (resolved by actvating iCloud in settings). 3G connection working now uninterrupted for 1 day.
This is a massive improvement in my case (before 3G used to freeze every 5-10 minutes; didn't get any no service). The key seems to be indeed the restore from within iTunes + setting up as new iPad (no restore of previous backup). I had to reinstall all apps, but at least I see an improvement.

I've been using this simple (but temporary) fix for 2 or 3 days now:
Go to settings
Go to "iCloud" - as the iPad connects to the internet to retrieve iCloud data, 3G re-appears
..and thats it!
I've also tried putting the iPad to sleep, while on Settings/Icloud. 3G stays on continually.
Small comfort, but at least it's easy to get 3G back..

I did the same thing, but faced the problem again after a couple of hours. Very unstable! So, I am afraid this is not the final answer. Does anybody face the same problem?

I apologize for being late to the party. Like so many, I had a LOT of problems with my iPad 2 and IoS8 - especially with regard to 3G.
I cam upon a resolution out of frustration. I backed up my iPad 2 to iCloud and then reset the device - deleting everything on it. When the iPad restarted I activated it as a new device - AND DID NOT DOWNLOAD MY iCloud Backup.
Everything Works Great. My iPad two is not functioning at speeds similar to when it was first purchased. I downloaded applications from iTunes. Since they were already purchased they were free. Most of my business data is on Office 365 so that nothing was lost from that side. All movies were on base iTunes - and all music had been synched by iTunes Match.
Time - about two hours. IoS8 has given me no trouble since executing these steps. The one frustration is that I now need to clean up the mess I made by downloading all of the apps - which are now spread across several screens.
Ok so after speaking to Apple senior rep he asked me to go to ATT store and have SIM card replaced. I did that. My IPAD-2 is actually worse now. He is now offering a replacement Ipad-2. Has anyone gotten a replacement? My fear is that the replacement ipad-2 will have similar issues with the IOS 8. Any advice on replacement would be helpful. They are not offering a upgrade just swap for another 2.
Yes, get a replacement and set up as a new ipad, do not use backup and hopefully you will get the ios7 operating system. We did that and our ipad2 are functioning perfect, hopefully when you set up as a new ipad2 you will default to ios7. You will need to download all apps, etc from itunes but it was worth it to have a functioning iPad2 again.
I have a solution that has been working for 24+ hours. Go to Settings>General>Reset then choose Reset Network Settings. According to Apple this will reset the antenna and eliminate the dropping of service.
So you got the replacement and it defaulted to IOS 7? I thought it would auto update to 8. But then again what do i know. Ok will do. I'm going Sunday to my local Apple Store for swap. Anything else I should be aware of?
