I thought that had fixed mine, too, but after a day or so the problem came back.
TRied ALL the fixes, non of them work. Just go back to ios7.1.2, it is stable and faster.

yes, when I set up as a new ipad2 it set up under ios7, I didn't expect that but I was thrilled! I now have both ipad2's backed up and will never upgrade without backing up again. I hope this works for you. We have not had one problem with dropping signal, etc since getting back to ios7. We constantly show updates but currently we are not doing any updates for any apps or software. So nice to have the ipad2 functioning as intended.
YEs thank you I just did that. I'm not hopeful. Besides the no service on 3G issues the iPad is very unstable with numerous issues. trsgmb> with replacement ipad and setting up as new, that means i will lose all photos,calendar, apps etc? but i can go to itunes and download. the apps that i had already purchased without issue? if i restore i gain everything back but also gain ios 8 correct?
Yes, you will lose all of that but can get it back by syncing and then turn on icloud sharing, so it's all there it's just a matter of reloading. I used it as a way to clean some of the extra junk out of my ilad2. do not restore or you will end up with ios8 again. I think the new ipad2 should come with ios7 then you will have to update it, hoping that is still the case. I exchanged mine a week or so ago. So if all goes good set up as new and ios7 and your ipad2 will become a tool rather than a stress point. : /. Good luck report back how it turns out for you.

Got the replacement ipad2 from Apple. It came loaded with ios7. I'm good to go! Will not update to 8. What's the chances that this iPad if updated to ios8 would have same problems considering that we were the minority of Ipad2s that had thiese issues?

NO. After numerous attempts at fix with Apple care Senior advisor I was offered a Ipad2 swap. I went to my local Apple store after approval and received another ipad2 after turning in my old one. No fees.

GOod to hear you could get back to ios7, I wouldn't load ios8 on the replacement ipad2 I think you'll have the same issues. maybe if they ever get the bugs worked out but for now, I'm staying on ios7.
I Followed the steps listed in your link on my old ipad2, it did not work for me. I have a replacement ipad2 running on ios7 flawlessly and I will not upgrade until I am positive they have the issues fixed, if that ever happens...... I had about 20 hours of upgrades, wipe clean, reload, restore, sim card, before finally driving into the apple store and getting replacement and starting as new ipad2 on ios7, all problems solved.
I believe you've got to get that clean install to factory fresh condition and then don't load any backup material yet. You need to test it out in the same condition as it comes off the factory floor, and im the same condition as the iPad 2's that Apple is selling right now. The idea is to compare "equal to equal" and see what happens with yours. Then in the event there is some difference between your operation and that other factory iPad, then that difference needs to be checked out by Apple. The first thing they'll do is check for any hardware failure. After that, they may have some other tricks (and diagnostic software) that I have no acces to. That's how you need to do it.

SOLVED: IOS 8 Issues on iPad 2:
I just returned home from a visit to the Genius Bar. Like you and many others, when I upgraded my iPad 2 to IOS 8, it became practically unusable. It was VERY slow, lagged whenever trying to to do anything. Lots of screen freezes and apps spontaneously crashing. I was convinced that the processor on the iPad 2 just couldn't handle the new IOS and I went in to see about restoring to IOS 7.
Thankfully, I was hooked up with a very sharp guy at the bar. The problem is not with the OS, it is with it being an *upgraded* OS. He used the analogy of when you had an older Windows computer and how over time (and over upgrades), they just tended to get slower and slower because of all of the garbage that was carried forward in the upgrades. At those times (and if you've ever had a Windows computer, you get this), the only thing that would speed it up would be to wipe the machine and do a fresh install of the current OS and then reload your apps, and the viola, everything would be fast again. Well, it turns out that IOS can suffer the same problems.
THE FIX: FIRST, be sure you have a current iCloud backup of your device. Connect your iPad to a computer that has a clean fresh copy of IOS 8 on iTunes (this is best done with a computer other than the one that you sync your device to because you DO NOT want to restore it from a back up just yet). Ideally, if you do this at an Apple store you'll be assured of the right version there and someone to answer any questions you might have along the way. You then hold the power and home button down to hard-reset the device and continue to hold them down until it reboots into recovery mode. You then follow the instructions on the computer to reinstall the OS on the device (which wipes everything from it and then reinstalls a clean copy of it). Once this is done (which only takes about 15 minutes), your device will reboot and ask you to set it up. Answer the questions about language, location, etc. and continue until it asks you to log into your iTunes account. Once you do that, it will ask if you want to either 1) Set it up as a new device, 2) Restore from iCloud, or 3) Restore from iTunes. Choose (2), restore from iCloud. This will ensure that it brings down "clean" copies of all of your apps and preferences rather than the potentially corrupted ones that might reside in your iTunes backup. That's it! It will take a few hours depending on how much data and apps you have, but I am happy to report that my iPad 2 is now running IOS 8 and it's running as fast as it ever did when it was brand new!
To sum it up, this process 1) Wipes your device and the garbage causing your problems, 2) Loads a clean and bug-free version of IOS 8 to your device, and 3) restores your apps and data so that it looks just like it did before the wipe, with the exception that it works now! :-)
Note also that by following this process you don't have to go through the painful and laborious process of reloading all of your apps, data and/or settings. iCloud takes care of all of that for you.
