iPad Air since iOS 8: Apps not updating and downloading no longer possible. Fix?

This problem only really started in the past couple days. I can no longer update apps, cannot download books from the store in the books app and cannot download newspapers in my newsstand. Also, my Adobe reader for iPad open but shows a blank page for 15 seconds before closing and returning to my iPad home screen.

Previous to this, the first few days of iOS 8 did not give me problems, though I had not yet tested all of the above items but apps updated easily for first few days (until 22 sept). Is there a fix?

(A) Try reset iPad

Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears

Note: Data will not be affected.

(B) Try reset all settings

Settings>General>Reset>Reset All Settings

Note: Data will not be affected but settings for Wi-Fi, FaceTime, Message, Home Sharing will be reset

I had the problem discussed in this thread on both an iPad mini Retina with AT&T, and on an AT&T iPhone 6.

I deleted all the apps on each device that were stuck in the update queue, did a hard reboot on each device, and downloaded the apps again via the App Store. Everything has been fine since doing that on Monday. On each device, the WSJ app was present in the stalled queue.

In light of the anecdotes about the WSJ app, I wonder if anyone who is experiencing (or has experienced) this problem did not have WSJ installed.

I had WSJ, NYT, Automobile, Radio Silence, and a couple Conde Nast titles, like maybe GQ and Wired. I dont remember which, if any of these, were also trying to update. I don't know if the nature of the subscription matters, but my WSJ, Automobile, Conde Nast were via print subscriptions, rather than an iTunes sub. NYT is via nytimes.com. No subscription on Radio Silence.

No Zinio.

I Think that the problem is greater than just misbehaving magazine apps. I had gotten my iPad to start working again by deleting WSJ and Consumer Report apps then doing a hard reboot. After I downloaded all updates I reloaded WSJ and CR apps. They seemed to work. This morning while trying to read the WSJ I started getting very flakey behavior. (lock-ups, slow loads of ads, and crashes. I went into settings and turned off iCloud drive and the problems went away. My theory is that iCloud Drive has a bug in it. It is as if it is trying to save your downloads while they are still being downloaded. This would account for reports of slow operations reported by some. I have not tested CR yet. It has been failing on download of new issue.

SSpeaking from my own experience on this issue, it is not related to iCloud Drive (for me) because I said "no" to its use upon doing my initial update to iOS 8. Since then, I have have stated on here earlier (but restating for newcomers to the thread), I downgraded to iOS 7.1.2 and most was working fine until I downloaded a couple movies last night and now the videos app does not open at all.

by the way, I have the WSJ app but not a subscription. There is an update pending in app store for me with this app (update is dated yesterday so maybe fixes these issues) but I am not yet updating this app.

I deleted the WSJ app, restarted the iPad and everything suddenly worked very smoothly.

Prior to that I tried turning off automatic app updates, turning off iCloud drive, setting reset and none of them had an effect.

Also, I had left a note with Apple support a couple of days ago. They just got back to me today saying they cleared my download queue and that that should take care of it. I think the WSJ app deletion did the trick, not the clearing of my download queue.
