I went to my local Apple store to see if their display phones were running the 8.3 update and if Safari was working. It was. I talked with several of the floor people, the genius people were occupied. No one had heard of this issue. This suggested to me that this is a software conflict issue. I decided to restore my iPhone to its original condition and not restore from a backup. After the restore and with nothing but the default software installed on my iPhone 6, Safari worked! yaaaaa!
I then started restoring software incrementally, and testing Safari after each software install. First was gmail accounts. Then one-by-one, my music files and about 20 more apps. Safari continued working after each app install. Finally after installing the 24 Hour Fitness app "My 24" - BINGO!!!!!!. SAFARI QUIT WORKING!!!!! I tried deleting the My 24 app but nothing. Safari still did not work.
Finally I did another reset (my 4th) and installed all of my apps EXCEPT "MY 24". Guess what? Safari now works!!!!!
To me, there are a couple issues here. There is a software conflict issue that needs to be fixed by both Apple and 24 Hour Fitness. When you delete an app, apparently you do not delete all of the files associated with that app. It seems as if you only delete the icon and the files remain so they can continue to cause problems. This issue has probably taken about 10 hours of my time or more to resolve. I think I will take it up with my local 24 Hour club. I know they won't do anything but at least I can waste some of their time like they did mine.
