Unbelievable that this problem still occurs almost 2 years after this thread started. What worked for me was unpairing (including backup and resetting the watch) and repairing the watch.
For those who did not do that before (like me): No worries, your watch (esp. settings, apps, watchfaces) will be like before. Steps are described on https://support.apple.com/en-us/HT204568.
The other solutions above like doing a simple or nearby search did not work for me.
I have a 5s and mine is still not showing the maps, have reported to Apple escalated up the chain so hopefully if everyone does the same they will get a fix out soon as
I have the original Sport space gray OS 1.0.1. iPhone 6 iOS 8.3.
Maps are working normally, -both Apple's and weather third party. I did have this problem shortly after receiving the watch but fixed it from this thread. I can't remember which fix worked but I'll look back and try to find it. Found it. Un-pairing and re-pairing bluetooth fixed it at the time and it has worked since.
I don't think carriers are the issue. Both my wife and I are on the same carrier but her maps work and mine do not. The only difference is that I have an iPhone 6 and she has a 5s, but some people with 5s's here get the problem so it's not consistent.
I'm not going to get too worked up over it now. I'm sure Apple will provide a software fix. It is a new product and all new product have teathing issues. Working in the IT industry people forget how complicated software can be behind the scenes, it's not as simple as "maps on/off" otherwise everyone would have the same problem.

I managed to get maps working. I had a Pebble Steel which was still in my list of Bluetooth devices. I removed the Pebble Steel and also toggled Bluetooth off and on a few times and now it works...
It Worked!!!
Turned Bluetooth off and than back on. Now Maps works!

This also worked for me, I toggled bluetooth off and on twice on my iphone and now maps on the watch works as advertised.
Oh. My. God. You are right!!! My fitbit was paired with my iPhone...
I just unpaired it
turned off the bluetooth
reset both Apple Watch and iPhone
turned back on bluetooth
waited a a minute and tried the Maps again
And it just started working!!!
UPDATE: My maps finally popped up as if they were loading this whole time.....prior to this minor miracle I did reset all my location services, although I am hesitant to say that this was the reason behind God coming down from heaven and climbing into my watch to perform this miraculous technical stunt, but it may have played a role! Hang in there to all you frustrated apple watch owners....worst case scenario, we still are cooler than 95% of the world because we still have apple watches, and they don't!
Mine finally started to work.
Not immediately so I am not sure which "trick" worked the magic...
I did reboot on both iPhone and watch
re-pairing of the watch
and turn on and off bluetooth on the phone..

I'm really surprised to say - this worked for me too!
Just resetting Bluetooth on my iPhone 6 abs now it works fine!!! I also had it paired to my cars Bluetooth, so that may have messed it up, I'll try again after it reconnec to the car.
but vey happy now that t works! Definitely the easiest of the options

It actually must have been something on the back-end. I have done nothing in the last few hours and mine is working as well. I did have an apple case open.

I think you are likely right about the back-end, Ender...
The open case only means that it had the "back-end-folks" working on it
It will be interesting to get more reports of " inaction " joy to prove it though
