iPad Air 2, 64 GB. After updating to iOS 8.4 screen rotation NOT consistently working. I have verified the screen lock setting in the control panel Is NOT set and I have done several hard resets (hold power button and home together). rotation works for awhile then stops working, another hard reset fixes it. This did NOT happen with iOS 8.3. Anyone else seeing the problem?

My home screen wasn't rotating after updating even though the rest of my iPad did rotate correctly. A reset did the trick for me.
I confirm. This is the iPad Air 2 issue, and it's still going after updating to 8.4.1. Interesting that dealing with such a frustrating bug is not that much of a priority for Apple. P.s. - I've never jailbroken any device in my entire life

I fixed the problem by disabling reduced motion, rebooting the iPad and re enabling reduced motion..

No. More people must take their iPads to the nearest Apple Store for problem evaluation.
Thank you Alberto, it seems to be working. For everyone facing the same problem, go into Settings > Accessibility > Reduce motion and do as Alberto wrote. GL

I tested this and it works initially...it gives the impression that it's "fixed" (I really thought it was) but after you put the device to sleep using the sleep/wake button a few (two or three) times, it goes back to not rotating correctly along with the wake delay after using the sleep/wake button to wake. Sleeping/Waking via the Smart Cover (if you have one) or disabling Reduce Motion are still the only valid workarounds.
Update: Serg, you are completely right. I got deceived by that initial impression. Bug still persist. Blah.
Issue persists with 8.4.1.
Appears to be fixed upon reset, but is not resolved.
Reset all settings worked for me, at least since yesterday I didn't have this problem any more. Thank you!
Just bought a new iPad Air 2 64GB WiFi Only which has the same issue. Initially had the same feeling that the hardware was at fault, and almost wanted to go back to the shop asking for a replacement, just like the person mentioned in a previous post. Thanks SergZek for the work-around by putting the iPad to sleep and wake up again. In my case, I use Assist Touch to "Lock Screen" and use home button to wake up the iPad again immediately. By doing so seems resolving the delayed screen issue as well.
Anyway, iOS 9 public release is only 3 days away. Hopefully it will solve both issues.
I'm having the same issue with my brand new iPad Air 2. Hard reboot only worked temporarily. Reset all didn't work either. This needs to be fixed with an OS update ASAP!!

Just installed iOS9 and it seems the rotation issue has been fixed. But a slight delay is still there, meaning the iOS9 is actually not as snappy as iOS8.4.1.
Give it a couple of updates then compare. IOS 9 is off to a much better start then both IOS 7 & 8.
This issue has been fully resolved under iOS 9.
