It's always something with Match...
It feels like a server error. I restarted iTunes and it connected for a few minutes. Then the error message popped up again.
Ditto for a couple of hours now. something wrong with iCloud.

It seems only affected Mac OS X.
I can access to my Apple Music's songs from my iPad Air.

Exact same problem here.
Not sure what the exact problem is, but not of the software on my Mac Pro is causing this problem. I do have both Apple Music and Music Match, so perhaps there is some error occurring there (or not). Same message:

Which, when clicked on produces some activity:
Finally arriving at an added symbol (with a cloud ruled out) on my latest playlist:
And when I click on the symbol, I get:
Which is ridiculous. I own all the songs in the playlist. What is with this software, Apple?
Maybe it was an iCloud problem that suddenly went away, but, for me, rebooting my (USB-connected) iPhone seems to have done the trick.
Same issue - I am just shutting Itunes until there is some answer to the issue.

Same problem here. I installed the latest Update this morning, and I assumed it was tied to that. After reading the comments here, it seems like a server side issue. Hopefully Apple is working on it.
