Same issue here since this morning.
I do not have Apple Music , just iTunes Match, and I am getting the error as well.
I think I may have found part of the problem...
I turned off my broadband router and used my iPhone as a Personal Hotspot (4G on O2) and Apple Music worked perfectly on my Windows 7 PC.
I turned the Hotspot off and turned my router back on and once again I get nothing coming through Apple Music.
I have a fairly newish Sky Hub router. There's obviously something to do with that which is stopping it from working. I'm going to contact Sky today and ask them (unless anyone here can figure it out).
As a side note, Apple Music works perfectly on my iPhone and iPad when connected to my Sky Broadband.My PC is wired directly into my router; it's not connected wirelessly.
Ok, I've found a solution.
Essentially it's your ISP's DNS settings that isn't allowing Apple Music to stream.
This is easily changed.
If you are a Windows (7) user, follow the steps provided here...

It's the IPv4 DNS settings that need changing. Just add a new address, 199.85.126.10

Hopefully this works for you, it did for me.
Changed DNS settings to Norton (no luck) Open DNS (no luck) and Google (still nothing). Can access For You music through Sky router using Iphone and Ipad over wireless but not using Windows PC (Ethernet & Wireless) or MacBook (wireless). Really hacked off, whats the point of a music streaming service that cannot stream!!
It looks like this issue (at least for me) was resolved over the weekend. Suddenly the Cloud Music Library seems to be syncing again. This leads me to speculate that this was a server issue on Apple's part.
No luck for me, unfortunately. I tried turning on "iCloud Music Library" again, and it took noticeably longer to sync and transfer information. When it finished, I had all of the albums I had chosen for offline listening back in my library, but none of the tracks would play...just skipped through them all. So I turned it back off and will continue to wait this out. It's too bad there's not an easy way to cancel the free trial membership completely...
I have the same problem. Nothing has changed in my setup but suddenly started getting this message today.

This just started happening for me today (13 October 2015). I'll be interested to see if others have the same issue, in which case it suggests to me some problem on Apple's servers, affecting at least a subset of users simultaneously.
The same is happening to me.... it may be some sort of server error? it had been working perfectly for months.

Me too - just started today on El Capitan with iTunes Music and iTunes Match. Really annoying - hope they get it sorted very soon else I will be cancelling Apple Music. Don't see why we should be paying to beta-test it!
