Yes, I got up from a nap to find it happening to me too.
I have the same problem with my iMac and my MB Air running OS X 10.11 with Music and iTunes Match ... Very annoying
This issue happening to me now starting this afternoon. So far only happening on desktop machines and laptops. Macbook and iMac both on Yosemite -- latest version of iTunes -- getting the 503 error.
iPhone is unaffected, iPad3 also still can access Music no problem.
Only signed up for Apple Music a week ago too...
Started getting this message periodically. Nothing has changed in my network setup and the fact lots of others are experiencing the same issue indicates that it's an Apple issue. If Apple wants to keep me as a paying customer they need to permanently fix this issue.
None of these have worked. I was on with Apple support and they can't even figure it out.

I'm now seeing music again on my iMac and Macbook -- no action of my own. They both just decided to work again after about 4-5 hours of not being able to access either.
This started today for me, too. OS X 10.1 & iTunes 12.3.0.44. Tried the typical things - power cycle, log out/log in... nothing. I hope they fix it soon. Then we can go back to "it just [sorta] works."

Cranked up iTunes this evening after work and got this same error message. Seeing lots of posts from earlier today and apple status shows some users affected by iTunes Store issues....so we will see if time will fix this problem.

99% sure it's on Apple's side here. Tonight I spoke with Apple care; most likely it's a server issue. There volume of complaints on this forum would also be a clue that there is a wide spread problem.
This is happening to me too. Freaking trying to work on wedding playlists, and the program quit on me.
I've had nothing but Apple-related hassles today. I'm about over it.
