IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?

Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

I am having this issue as well for enterprise. After updating a couple supervised devices to iOS 9 the cellular settings are supposed to be restricted from being changed but this it's only half true. In iOS 9.0.0, when you shut off the items that you do not want working over cellular data and changes are not allowed for cellular data, the items that were already shut off at the time the restriction was engaged will stay off, even though they toggle back to green.

For example, let's say you toggled Music to not work over cellular data, then apply the restriction for cellular data changes, you'll still be able to toggle Music back over to work on cellular data so it APPEARS that it is back on, but as soon as you move away from the Cellular menu and come back Music will show as shut off for cellular data.

While this is really great for things that you already have shut off and restricted it's a real problem for things you NEED to have working over cellular data. For example, let's say that the App Store is something that you want to work over cellular data. If it the App Store is shut off after the restriction is applied, it is going to stay off until it is turned back on by the user.

So basically, any apps that you shut off in Cellular Data at the time the restriction to not allow changes was applied will stay OFF, even though the user thinks they toggled it to ON. Any apps that you leave ON in Cellular Data can be turned OFF by the user or turned back ON.

This is a real problem if you need something to stay ON.

i filed a bug report form but i couldn't type in the entire problem - field was limited. also, the response says this... they wont event contact you. I contacted Apple support via phone on Saturday and they said there was only one other incidence of this reported that they could see. i have tried everything except deleting the entire phone and doing a full restore - which makes me nervous. Also, as i was thinking back, i realized that my 4s did this with an upgrade right after they announced the 6/6plus release (except that wouldn't connect to WiFi or cellular after doing the full restore). now my 5s with an upgrade right after the 6s release date announced. this is really annoying and not why i buy apple products.

I also have this problem and I am based in the UK.

I upgraded my iPhone 6 to iOS 9 from 8.4.1, and I happened to be roaming in Canada at the time. I had only one application enabled for data (WhatApp) when I did the upgrade. All the rest were set to OFF.

Now I have done the upgrade, and I am back in the UK.....only WhatApp works when using mobile/cellular data. If I try and enable the apps - they just return to OFF as soon as as I leave the mobile data interface.

Thanks so much Apple. You've turned my £400 iPhone 6 in to a very expensive paperweight. My phone is COMPLETELY useless unless I am on WiFi. This is a very serious bug that should have been caught during testing. This is not some beta release. Completely unacceptable - shame on you.

Need a patch please ASAP!

Same issue here - settings go back to their state during upgrade to iOS9, regardless of which toggles I touch.

Discovered the bug during routine preparation for tomorrow. This is seriously crippling and potentially dangerous as my data for Google Earth is blocked off and I rely on the application to safely navigate the mountains.

I am having same issue, the thing is, previous applications that I have allowed to access cellular, I can turn off and they stay off. applications that I did not allow to access cellular before ios 9 update cannot be turned on. it looks like I can turn on and off already enabled apps, but not vice versa.

has anyone figured this out? should I take my iphone to apple and get a new one?

According to several users, Apple supoort center is not aware of the problem or at least not yet confimed the existence of the bug. My suggestions is to create a hastag on twitter to report the bug and make sure that Apple understands the huge problem that we are facing! If the hastag turns hot topic, apple will have to do something. What do you think?
