IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?


Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

I am having this issue as well for enterprise. After updating a couple supervised devices to iOS 9 the cellular settings are supposed to be restricted from being changed but this it's only half true. In iOS 9.0.0, when you shut off the items that you do not want working over cellular data and changes are not allowed for cellular data, the items that were already shut off at the time the restriction was engaged will stay off, even though they toggle back to green.


For example, let's say you toggled Music to not work over cellular data, then apply the restriction for cellular data changes, you'll still be able to toggle Music back over to work on cellular data so it APPEARS that it is back on, but as soon as you move away from the Cellular menu and come back Music will show as shut off for cellular data.


While this is really great for things that you already have shut off and restricted it's a real problem for things you NEED to have working over cellular data. For example, let's say that the App Store is something that you want to work over cellular data. If it the App Store is shut off after the restriction is applied, it is going to stay off until it is turned back on by the user.


So basically, any apps that you shut off in Cellular Data at the time the restriction to not allow changes was applied will stay OFF, even though the user thinks they toggled it to ON. Any apps that you leave ON in Cellular Data can be turned OFF by the user or turned back ON.


This is a real problem if you need something to stay ON.

I'm also facing the same problem.


I did a clean install last night and turned off cellular data for all apps and they stayed off. Then I configured the iPhone's settings (e.g. set up Mail, connect to iCloud, turn on Restrictions). This morning, when I tried to enable cellular data for individual apps as I start to use them, the issue resurfaced.


My guess is that Restrictions cannot be turned "On" in iOS 9. Even after turning Restrictions "Off" and performing a hard reset of the phone, the issue does not go away. This may explain why restoring does not resolve the issue.


I will perform another wipe tonight to test. If anyone is willing to test this out, that'll be great.

Been working on fixing mine since last Friday. Wiped it clean several times. Spent about 15 hours on this so far with AppleCare, Apple Support, Apple Store and Verizon. Today, Apple support told me to Erase All and then set up as new phone to test. Problem was NOT there. So they told me to Erase All again and restore the cloud backup that I did last night. Guess what? Problem came right back. Totally asinine!!

Hey @ dglis30731, when you did the clean install(s), did you try toggling the switches on and off, or did you leave them on and try using apps with cellular data?


Also, to what extent did you set up the phone before doing the testing? For example, did you set up mail accounts, sign into iCloud and/or iTunes?


One user above (bengohyp) seemed to suggest that the problem resurfaced on a clean install after they started setting up their phone, signing into accounts, etc.

Yes, the issue resurfaced after I did the clean install. However, it wasn't immediate. I was able to toggle "Off" individual apps after the clean install last night. Then I changed some other settings and noticed this morning that I wasn't able to toggle "On" individual apps.


I do not have access to iTunes at work and therefore cannot proceed to test further. I also turned off cellular data for the Settings app and cannot perform a General > Reset > Erase All Content and Settings to test.


Further points to note: 1. This only affects Apple apps for me. For installed applications like Telegram messenger or Whatsapp, the cellular data toggle works from the cellular data menu as well as the app's own settings menu at the bottom of the settings page. 2. Resetting settings from the General > Reset > Reset All Settings or Reset Network Settings does not solve the issue.

Honestly, at this point I don't remember. I've done so many steps I've lost my place. I should have kept a log. I think, but won't swear to it, that I checked the toggles immediately and they were off and wouldn't stay on again. So I'm guessing that if I just set it up as "new", I might be ok but I don't want to lose everything. Thank you for keeping us in the loop. I agree about waiting for 9.0.1 and already posted that on my Facebook page to warn my friends and family.

I Remember having the same issue when iOS 7 was first brought out. You think this problem wouldn't resurface 2 years later yet again! All these high baller Apple engineers or whatever the **** they are....#overpayed #eggheads This is a huge issue and there's no reason for something like this to fall through the cracks. #notokay #getyourshittogetheralready #howcanyouhavethesameissuetwice

Let's help the Apple engineers so they can fix it faster.

(1) Everybody turn on the option in Settings to send diagnostic data to Apple

(2) Leave a comment in this thread with your iPhone/iPad model you're experiencing the problem on.


I'm on the iPhone 6, model A1549 (64GB, GSM, space grey) but not on my iPad Air, model A1475 (64GB, cellular space grey).

I Am so annoyed about this cellular data thing being messed up!! Tried using one of my apps to while I was not in wifi and could not use my app. Did the whole trying to turn it on and it just shuts back off!! I really hope this is something they will fix!! i have been told not to update devices right away cause stuff like this always happens!! And hopefully by waiting it usually gets fixed if there's anything wrong!! This is one update I wish I did not do!! My phone also works slower and dies a lot faster!! I hope those APPLE people read all the messages and comments and fixes this ASAP!! We speand spend so much money on all these darn devices and they go and mess them up!!!

I have the same issue on my iPhone 5s. I wanted to use iTunes to download a song but iOS prevented me to turn on mobile data usage for the iTunes app.


I cannot believe that a bug like this has made it to the end user.


Beside this bad bug, my iPhone frequently freezes or even reboots for no reason.


Apple, keep your quality under control. Only 6 months to go before I can go to a new phone. Will that be Apple? Unfortunately, I'm not so sure anymore.
