Ios 9 cant enable mobile data for application(s)?

I was traveling while upgrading my device, and most seem to work as expected so far.

Since I'm careful with roaming charges, I disabled most of the apps from the mobile data setting page before I left, so I could read mail abroad without using alot of data in the background.

After upgrading to IOS 9, I can't seem to enable mobile data for any new apps.

The ones that were already enabled, is fine.. they can be disabled and then enabled again, but for example spotify refuses to use mobile data after the update,

I've restarted, soft reset, and every time the mobile data checkbutton is back to off if I go out of settings and in again (and it doesn't work).

Anyone else have this problem?

Update:

iOS 9.0.1 is out as of today Sept 23, 2015 and many of us were hoping that it would include a fix for the per-app cellular data toggle switch bug we are all experiencing.

Obviously it hasn't. I spoke with an Apple advisor today who confirmed my guess that this update (9.0.1) was too far in development to go back and change it to fix the per-app cellular data toggle switch bug.

So, like @Leo JIA mentioned above, we'll have to wait for iOS 9.0.2. I wasn't given an ETA for when that might be, but the rep thought probably "this month". So that means about 7 days - but it could be longer.

We'll have to keep waiting. But it seems Apple's aware of the issue and working on a fix.

What worked for me is to erase the phone and restore the phone using a previous backup anytime before 9.0. When you restore it, the phone will still have the latest update (you don't have to downgrade) but the cellular part will be working and on----- if (I believe) you had them turned on in that backup.

What happened was before the update I was traveling and turned most of the app's cellular data off. Then, I updated the phone when I had hotel wifi and those settings for app cellular got 'stuck'. So, whenever I turned it on and once I exit the menu, it will automatically turn off again. very annoying.

Nothing I tried helps. Only way is to go back to a previous backup that possibly had all of them turned on-- which fortunately, my previous backup did. I think if you have some apps turned off, you would be experiencing similar difficulties.

Just today I noticed this as well. I upgraded last week, and like you, didn't notice any real issues. I turned off a number of apps from using Cellular data as well recently, then today needed to access the iBook store and my phone said I couldn't access the store. I checked my settings and flipped the switch on ibooks as well as a few others I had turned off. I closed Settings and still couldn't access the iBook store. I opened up settings and everything was switched back to off. I came here looking to see if this was unique to me or something others have experienced. I can see I'm not alone.
