Ios 9 cant enable mobile data for application(s)?

I was traveling while upgrading my device, and most seem to work as expected so far.

Since I'm careful with roaming charges, I disabled most of the apps from the mobile data setting page before I left, so I could read mail abroad without using alot of data in the background.

After upgrading to IOS 9, I can't seem to enable mobile data for any new apps.

The ones that were already enabled, is fine.. they can be disabled and then enabled again, but for example spotify refuses to use mobile data after the update,

I've restarted, soft reset, and every time the mobile data checkbutton is back to off if I go out of settings and in again (and it doesn't work).

Anyone else have this problem?

iPhone 6 Plus, iOS 9, IOS 9, mobile data settings

It's wonderful this alleged problem may be fixed if still having the previous 8.4.1 version available on your computer; otherwise, you would still be screwed up regarding this very new iOS version.

I agree with some of the comments made that it is always hard to develop software that runs out smoothly without any sort of inconveniences once this goes live for everybody else to use.

For me, downgrading and then upgrading back is not an option; luckily enough, I have always had all those apps I use most with the toggle function set to on, and only those with very little use set to off.

I'll wait for Apple to provide a fix to this; however, I must agree with most people here, this type of bug makes lives miserable.

hello guys I've made a phone call to my local Apple support hotline. The staff replied me that many people in Hong Kong are having the same issue too and they have been receiving reports regarding this issue. They said that they were acknowledged and related information had been sent to the headquarters. The guy told me not to worry about it and I guess it will be fixed in the new update. The guy told me there will a new update soon.

Theoretically sound advice for some, downgrading to 8.4.1, if you know you how to do it - and know that you actually have a backup for restoring apps and their content. (In my case I have a drawing app storing 35gb worth of work I don't want to risk losing).

Some of the advice in this thread for downgrading has involved going to websites that are not affiliated with Apple, which is not a comfortable thought.

Not sure I have any backups - but where would I find them? I know that my phone and iPad sync through the iCloud with my iMac for pics, contacts, and lists, but "Backup" of the entire iPhone I hadn't turned on in 8.4.1, as I would have had to pay much more by the month for iCloud to cover every app and its contents.

Incidentally, if this is any kind of clue for Apple engineers (and I can't believe they're not tuned into this thread...), Backup settings in iOS 9 on my 4s and iPad 3 are completely frozen, similarly to the Cellular settings. You change apps you want backed-up from on to off or vice versa, and the toggles flip right back.

(Apple, please don't try to design a car. Scary thought. Concentrate on protecting what you already have out there and saving your brand.)

I restored from my back up which I made just before upgrading to iOS 9. Now I can use cellular data. I know Apple says you should back up your phone before upgrading. I don't always do that but this time I did. Glad I did. Certainly not the best solution but it worked and I waited for two days to read others who had successfully corrected the problem this way before doing it myself.
