Ios 9 cant enable mobile data for application(s)?

I was traveling while upgrading my device, and most seem to work as expected so far.

Since I'm careful with roaming charges, I disabled most of the apps from the mobile data setting page before I left, so I could read mail abroad without using alot of data in the background.

After upgrading to IOS 9, I can't seem to enable mobile data for any new apps.

The ones that were already enabled, is fine.. they can be disabled and then enabled again, but for example spotify refuses to use mobile data after the update,

I've restarted, soft reset, and every time the mobile data checkbutton is back to off if I go out of settings and in again (and it doesn't work).

Anyone else have this problem?

I'm having exactly the same issue. Any apps that were switched off for mobile data use before the IOS 9 update will not now switch back on. I've reset network settings to no avail. Deleting the apps and reinstalling them doesn't seem to work either. I thought about using one of my recent backups to iCloud but oddly since the IOS update I no longer have any phone backups despite me previously backing up pretty regularly!

No answers after more than 48 hours. So this is my email to support. If we all do the same maybe the hurry with the fix.

First of all I want to say that after the way my issue is been managed this is probably the las apple that i´m going to buy. I buy apple cause of the awesome support , I had issue with iphone before and remember to have a new iphone at my door 24 hours after.

This time my incident is really different and much simpler.

Before the upgrade to ios 9 i was abroad of my country so i disable the use of 3g data on some applications, i upgrade with out enable it. Once upgrade i was unable to enable the use of 3g in this applications.

I called apple support this was September 17 , at 10:49 am Spain local Time. The support tell me that it was not cause of the upgrade , even i insist that i was sure of it.

After i start searching in forums , and find more people with the same incident

https://discussions.apple.com/thread/7219665?answerId=28909011022#28909011022&ac_cid=tw123456

At the evening i call support again and explain again all the incident even give support the address of the forum.

For a fast workaround to mi incident I just asked to Apple to allow me and send me the information to downgrade to Ios 8.4.1 so I can recover my backup enable the data of that applications and upgrade again.

I know how to downgrade and is really easy , but I want apple to send me the info and the IPSW file so I dont loose my warranty in case anything goes wrong.

http://www.redmondpie.com/downgrade-ios-8.4.1-to-ios-8.4-heres-how-tutorial/

Is an easy workaround and Im pretty sure it will work. So how an Apple engineer is not able to give me any workaround in more than 48 hours, thats not acceptable.

I just saved away my last ios 8.4.1 backup , restore ios 9 as new iphone and i just fix my problem. Maybe some one could tell me to do that . But thats just a workaround, i hope i can recover my backup with the 222 application it configuration and layout, but by now i can at least work with my phone and check the email and whatsapp, is not a nokia anymore.

So by now thank you for nothing. Dont know what is happening in Apple but this is the way to loose clients like blackberry did in one year.

With steve jobs this thinks didnt happen.

Sincerely.

Vicente Gonzalez.

Yeah, same here. I've reset network settings and turned restrictions on and off, still nothing works. I've had to down load an app with maps on the phone for when I'm driving. I still haven't seen anything from Apple about this or any word on a fix. If I didn't want to use apps with my mobile data plan I'd have just gotten a touch. On the bright side my data usage is down significantly over the last week.
