iOS 9, Cellular settings not saving

Is anybody having this issue? Is there a solution?

When I go to the "Cellular" Settings and mark off the apps I want "Use Cellular Data For:", they do not actually save.

When you back out and come back into that panel, they are unmarked again. The only ones still marked off were the apps I had marked off as yes prior to the installation of iOS 9. I have restrictions off for everything.

When I try to use the apps on cellular service, I get errors saying I need to be connected.

I am having the same problem with Cellular Data not "saving" when selected for use on almost every app.

I have an iPhone 5s and did the update again last night with iOS 9.0.1

Still having the issue. I've tried re-booting, toggling Cellular Data and LTE off and on, as well as Airplane mode off and on. Nothing seems to fix the problem. 😕

OKAY. Nothing has worked for my Wife's iPhone 5 S.

I updated to iOS 9.0.1 and nothing!

I restarted the phone and nothing!

I did a hard reset and nothing!

I put the phone in recover mode and nothing!

I updated to iOS 9.1 Public Beta 2 and nothing!

I don't know what happened. The only thing I can think of is restoring a version pre-iOS 9. She went to the apple store and they reset her network and all that but nothing. We toggled Cellular in the Restrictions and nothing. Nothing has worked.

We haven't restored from pre-iOS 9 yet and we haven't erased all data and settings and started as a brand new iPhone. But if those don't work, then we will take it to Apple and have them replace the phone, and hopefully get away from an iPhone 5 S even though our contract isn't up until March. We have AppleCare so we might be able to do something!

Last two things to try;

Restore iOS 8.4.

Reset all Data and Settings like its Brand New.

I solved the problem.

Problem: After upgrading my iPhone to iOS 9.01, I could not use any of my applications in cellular mode. Even after toggling the cellular switch for the application ON, it would not save. As a result, whenever I launched an application and have only cellular connection (not WiFi), the application would give me a message that there is not internet connectivity.

Trouble-shooting: I tried all the solutions mentioned on the Internet. I toggled cellular switch on/off, I reset network settings, and even restored the iPhone to factory setting and restored everything using iTunes. The problem did not go away.

Solution: Finally, I ended up reseting my iPhone to factory settings but did not restore the backup from iTunes. Instead I chose the option to set up the iPhone as a new device. After I did that, I installed all the applications using iTunes SYNC feature.

The iPhone is working properly.
