I have noticed every day since I have updated iPad Air / 64G to iOS 9 - I find some pre-existing app stuck attempting to update itself. i have done some research and tried everything but it keeps happening. Only reboot iPad seems to clear it up until the next one gets stuck. Oddly enough others update fine, there is no rhyme or reason to which ones get stuck.
Anyone have any idea what's going on and/or how to fix it?

Try putting your Idevice in airplane mode, then delete the app, turn off airplane mode, go to app store and re-download the app. It should install correctly, then.
Worth a try. Be careful though: deleting an app will lose any data, documents, or settings that were not in the cloud, any many apps have no cloud sync.
(P.S. I find the latest iOS 9 makes this problem more rare and easier to work around without rebooting--but it still happens.)
