After updating to iOS9 I can not sign into iCloud and restore my backup. Now I do not have access to anything on my iPad air. Any way to fix this?

This what I did to get it working:
Go to Settings>General>Reset>Reset Network Settings
Once it restarts, just re-input your wifi password. Go back into Settings and check ITunes & App Store, FaceTime, and iCloud to make sure that your Apple accounts are signed in.
Not sure what causes it but each time it does, I've reset the network settings and it resolves the issue.

I tried to move my iTunes to another user. ****, now I have duplicate empty playlists and music that supposedly is being shared (under preferences) but isn't.

thanks that actually worked ‼‼
Thank you for this answer!! I have spent 2 days trying everything. All I had to do was fix the time and date. Ugghh
No. I am still getting
UPDATE: Now I can't install updates. At least that used to work. Now that doesn't either.
Couldn't one go to the keychain and delete the web certificates? I haven't a clue as to which are legit and aren't anyway.
I followed that step by step and now I cannot sign back into my account

Easy solution. I tried almost everything. The problem isn't apple it's just the time setting. Make sure your iPad time and date setting is correct including your time zone. That's simple.
This solution really helps!!
Go to appleid.apple.com, edit & disable the two-factor authentication in security. Signout from icloud in phone and re-login..works!!!
Exactly what I ended up doing and it worked perfectly!
Didn't work. Now I can't even sign in to Apple ID. Get the exact same error message. :(
