After updating to iOS9 I can not sign into iCloud and restore my backup. Now I do not have access to anything on my iPad air. Any way to fix this?

Same problem as you, none of the suggestions helped. I fixed by going to "manage your Apple ID" and changing my password, then entering the new password on the phone.
I think maybe Apple changed their requirements for passwords -- as I was changing mine, it said I had to use both 1 uppercase letter and 1 number, neither of which my old password had.
So maybe that shift made my old password invalid on the new system even though it was still a correct password. Talk about a stupid oversight.
I Had same problem. Date & Time in settings "Set Automatically" had been turned off.
Check the date on the device. One of my students had the date set to 2030. Going back to automatic fixed the problem.
I needed to correct the date and time, then it worked! 😀
Check the date and time on your device. My iPad Air2 was doing the same thing. I noticed the date and time zone was incorrect and as soon as I set it correctly the problem went away!

What symptoms are you seeing? Is it claiming that user or password is incorrect? If so, try restarting the phone - that's resolved it for some people.
If that doesn't help, I suggest calling Apple support. There are some odd issues between IOS9 and iCloud, not yet fully resolved.
As an alternative, although Apple doesn't support it and we can't discuss details here, if you Google downgrading to IOS8, restore your backup, then backup to iTunes and do the update to IOS9 through iTunes
I had a similar issue😕, frustrated😠 me so😀.
I didn't realise my iphone though connected to Mac still needed internet connection😮 for it to access iCloud and Apple.
Sounds very silly😝, but thats the answer😊🙂😁.
This helped me. I assume what you meant by "log off the wifi", is to forget the network.
Here's the steps I took, hope it helps someone later:
Go to Settings > Wi-Fi

My son's iPod touch kept requiring to be activated EVERY TIME it came on and each time I tried to activate it I kept getting the could not reach Apple Server error message. It worked a few times when I would connect it to iTunes using my computer, but that eventually stopped working. So literally EVERY TIME my son wanted to use his iPod I went through **** trying to figure out why it wouldn't work. WELL..... After reading everyone's responses I was able to figure out that it was a combination of things:
He had changed the date and time - so I corrected it (Apparently it's a "cheat" that allows you to get more money or extra lives in some games. SMH I used it as an opportunity to show him that cheating at things just causes more problems in the long run!)
I reset his Apple password
I turned off his ipod
When I turned it back on I was able to complete the activation process and enter the new password and, knock on wood.....ALL IS WORKING so far!

worked for me, i did have to re configure a couple things but at least i was fianlly able to log back in. had to call apple support help center to help me resolve issue.
I had the same issue while want to reset/errase the phone settings.
What I did was:
1. Reset network settings
2. Erase phone settings and data
That worked perfectly.
So assume Reset network settings would help you

Thanks! I actually had the opposite problem from you; I had to DISABLE Wi-Fi and then I was able to sign in just fine. My guess is it had something to do with my corporate firewall not even allowing Apple's updates to come through... even though this iPhone is a contracted phone from the company... sigh.
I've just had this issue myself. Hands Off! started silently blocking akd connections to gsa.apple.com without consulting me first..
In case anyone else is running HandsOff! or LittleSnitch or similar network monitoring software, make sure that it isn't blocking /System/Library/PrivateFrameworks/AuthKit.framework/Versions/A/Support/akd (and other Apple services)

I had same issue on my iPhone 5S. For me it helped to log into Apple ID in my browser and remove the device (iPhone 5s) from the account. Be aware that all backups will be removed. Then I could restore iPhone as a new device and contacts etc were of course still in the iCloud account synced.
