I heard a theory as to why changing the DNS server is working.

Apple uses Akamai edge servers to distribute the downloads around the world. However, some ISPs have a hodgepodge of IP addresses where some look like they are in a different region. This may cause the download to be sent to an Akamai server that is not close to the user.

Changing the DNS server may cause a different Apple server to be contacted which is closer or at least has a faster path do your door.

There are slow servers and there are faster servers. The DNS name resolution gets to choose the regional server.

If the DNS name resolution things you are closer than you are, you may get a server very far away (there is more than one ISP that has blocks of IP addresses which used to be located on the other side of the globe; if the DNS server has not learned its new home, then it may assign a server on the otherside of the globe, maybe going through some restrictive governments country boarder firewall).

In many cases the home router is the first level DNS server and forwards requests it does not have cashed to the ISP's DNS server. HOWEVER, most home routers all you to specify a specific DNS server, and not take the one from the ISP. You could plug in the OpenDNS servers or Google DNS servers and see if that helps. BUT IT WILL NOT HELP an existing transfer. That is in progress and the server is locked in. You would have to start over again.
