Follow this fix

Simply turn off the low power mode and the the exclamation mark at the bottom right of the picture will start turning into a circular ‘’loading’’ symbol and your picture will be accessible in seconds.

Please be connected to wifi or have cellular turned on in your iCloud photo settings to enable the download of the picture after turning off low power mode.

EASY FIX:

go to settings > Account > icloud account > photos > check off "download and keep original photos" and uncheck "optimize photos".

That should do it, but it will take some time for the iphone to actually download all the photos. make sure your on wifi and that your not running battery saver. restart your phone atleast 1 time.

What worked for me is the following: I had Paused the uploading/sync’ing of photos to iCloud from the Photos tab of the app. After I “Resumed” it and once it finished uploading, I was able to download pictures that were stored in iCloud and which I had only the thumbnails. Worth a shot.

i Just had this issue because cellular data was off for downloading photos, and my Wi-Fi was off. Seems obvious but because the error message was so generic it took me a very long time to sort it out.

I experienced the same problem, I tried all suggestion in this thread but nil result.

then I just figure it out, try downloading photo/video from icloud to iPhone library using wifi connection. When I use my local provider, the error notice came out to download but once I use wifi is no problem.

They posted the fix go to general settings and turn off low battery mode, maybe a soft reset for you hold down home button and side button but for me turning off low battery fixed my issue

THIS. This is the solution. Turn off “Low Power Mode” in Settings -> Battery .. Things started downloading successfully after this was turned off. Start with this solution.

I’ve had this issue for a while now, this wasn’t happening to all my photos but a few random ones. I tried everything suggested, turning off and on again, clearing up space on iCloud, switching it to download and keep originals but nothing worked and I have finally managed to fix it. I downloaded iCloud for windows and saved all my photos. Then emailed myself the problematic images, saved them to my phone and now I have the full resolution original images and am able to edit them with no problems. Hope this helps someone x

It's because the LOW BATTERY MODE, just deactivate it, you don't even have to have your phone plugged in.

For me: it looks like it's working now that i have "low power mode" no longer on.

I tried logging into iCloud Photos from my computer but it keeps saying network is taking too long to load.

Resolved this by enabling “Settings > iCloud > Photos > Upload to My Photo Stream”.

May have to wait a few minutes for the photos to sync before the error indicator disappears.

It is easy! Just disable to turn OFF the Low power mode!

It is not about Icloud setting!

So, no solution for this? Tons of people seem to have this problem and I've never seen a solution that anybody has said worked for them. All I know is that Apple has put all my photos into low-res **** since I started using iCloud, and I can't get them back. I've reset, logged out and in, etc. Still get "Cannot Download Photo". Seems like this ought to be simple. I take pictures, Apple uploads a copy to the cloud, fuzzes up my local copy, and when I want it back it should just happen. So why doesn't it?
