If you are having issues with your iPhone being unable to download photos from your iCloud Photo Library, you may want to try some things to troubleshoot.

First, quit all running applications and test again -

Force an app to close in iOS

Next, I would try restarting the iPhone -

Restart your iPhone, iPad, or iPod touch

I had the same problem and i went to my settings and then went to icloud and signed out of my icloud (it will say that all icloud photos will be removed from your phone, it is okay continue to sign out) then once signed out sign back in and your photos should be redowloaded to your phone and will be good as new

Try Settings/iCloud and slide off syncing. Wait a few minutes and then resync.

Have you tried signing out of iCloud and then sign back in?

Go Settings/Your Name/iCloud/Photos and turn off Optimize iPhone/iPad Storage.

Just turn this off the on. It synced all my photos. I tried all the other stuff but signing out.

If your low power mode is on, turn it off and try again. That is what happens to my iPhone every time.
