Videos can take up large amounts of space, 4 GB for 2 is perfectly possible, since you don't say how long they are or what resolution or frame rate.
However you may also want to look in your “Recently deleted” album to see if you have any items taking up space there.
I have 20 seconds of video and emptied recently deleted.
So where does it tell you it's taking 4 GB
Under manage storage on my iPhone and email alerts.
Does it actually say that Photos are taking up 4 GB or just that 4 GB are full.
It says that I'm using 4.03 GB of photos and videos.
Have you had a look at iCloud.com > Photos.
Yup, same information.
It doesn't tell you the size of the library there to the best of my knowledge, I meant do you see the same photos and videos.

unfortunately seems to occur when many users this problem.
I have also occupied iCloud storage of deleted images.
You have 0 photos and 0 videos stored in iCloud. Your photos and videos are using 2.1 GB!
If you have a Windows computer, you can load the images on icloud for Windows, but not delete.
A Ticking at Apple I scon added on 01.03.2016, unfortunately, has the support but no solution.

Did you have a couple of examples where users do not have this problem:
Photo Library on Windows downloading deleted photos

0 photos and 0 videos still 1.6Gb of Photos in iCloud.

Not all of those posts are about the same issue, of the posts that do appear to be saying that iCloud photo library is using more space than expected, I'm unable to verify from the rest of the post that this can't be properly accounted for.
