iPhone 7 Voicemail Transcription Feature not working with AT&T

I have an iPhone 7 through AT&T but the voicemail transcription feature does not work. I have troubleshooted the issue with both AT&T and Apple (several times!). Both point the finger at the other. Has anyone also had this experience? Any resolution? I'd love to have this feature on my phone!

iPhone 7, iOS 10.2.1, AT&T 27.0.1

I got an iPhone 7 at launch. It's on ATT. Transcription has never worked for me either. I've followed all the steps. It's a work phone and it works for others in the company. But not mine.

Anyone had any resolution to this issue? I've tried all of the above and haven't gotten it to work. I have an iPhone 7 plus (iOS 10.3.2) and am on the Verizon network.
