...that card is notorious for having the wrong markings on its on-board switch (EFI, non-EFI). In recent macOS, it is likely to run in either mode.
On this nearby thread, Johnb-one flipped his switch to the other position and tried again, and the firmware update went right through.

I run the 1066 MHz DDR3 4 x 3 and a 1 GB, never got around to replace the 1 GB.

I have apple certified Graphics card from Sapphire HD 7950 white one. I am still having issues with firmware upgrade.
Seems silly to buy an older version card just to do an upgrade to new OS.
I have had the same thing happen with the Mac Pro 5,1 (Mid 2010) Firmware many tries even got Apple Support involved. Was finally told to go to an Apple store closest to me. This is 40 to 50 miles round trip, then go back to pick it up. Have not called to find out the cost of the shop work ?
Wrote back to the support person and tried to sound halfway human, without getting higher on the volcano scale!
If the computers that are listed are compatible for High Sierra, then someone did the install on those computers or is that just a aside. Blowing smoke again ! Maybe I should go drop some iPhone 8's to let off the magma pressure?

If you are using a non-EFI PCI graphics card, that is your problem. For whatever reason, the firmware update requires a EFI card (Apple-spec ATI 5770, etc). I had to swap my NVIDIA 780 out for my old 5770 for the High Sierra install, then swapped it back. All good now.

I have a MacPro same as you, and when I Update (the firmware) it start over again and again. After meny times startup suttenly it works. I thing that the firmwareupdate update one part a time and next time part two are updated. It a thought, but so I saw it.
Now I get a problem with my wifi network. The module don't exist? For some time ago it was the same, and a update from apple fix it automatic. So I hope that will happen again, before I go further. Until then I use net cable.
