Why does the system use more than a half of my storage?

My apps use around 7gb, photos are in iCloud storage, only a few of them are on the phone. And the rest of my storage uses system 8.3 gb. How can it be? Why did I buy the phone with 16gb and got only 8gb of storage for usage?

I had this problem in my 16GB ipad. The entire 16GB was used up by the OS. I did a full reset and installed the latest IOS which was 11.4. All is good now and the ios is only using 4.81GB currently although I have noticed it climbing slowly. It really wasn't that hard to do the reset and only took a few minutes to get all my apps and photos back on the device. I didn't do a restore of a backup because I wasn't sure if that would bring the problem with it.

I have been dealing with this problem for about 7months. I’ve deleted many videos and pictures all unused apps per apple instruction. I have moved everything to apple cloud which has over 40 Gb is storage available my phone is bare bones nothing but mystery data taking up all my storage. I’ve done a hard reset and update through I tunes and that allowed my phone to work normally for a couple days (I was able to check my mail and take a picture with my phone for the first time in months). Woke up looked at my phone and wow I have no storage again, why?

I’m not typically inclined to believe stories like this, but right now it’s seeming fairly accurate. It would explain why over 600 people have this very same problem and Apple has done absolutely nothing to answer questions, almost as if they’re trying to hide something.

I have some very precious work on my iPad. I wish they would at least be honest with us so that we could plan around the immanent crashing of our devices if that’s the case, or just let us know it’s a scheme to make us buy new products.

I’m going to screenshot this comment in case Apple takes it down.
