Is there any way to push this issue, been on the phone with applecare and they say it is not a known issue, I say rubbish. They claim I am the only one with it and that I must do a backup and restore, I have searched and others have also did a backup and restore and the isdue has not been solved. Apple will never admit to a problem but will quietly do an update but not admit a problem. Applecare refuses to send it to the engineers, Apple is a tightly knit company whete employees cannot rock the boat. This keyboard issue is totally annoying and apple might have domething sinister about it maybe for advertisers? Who knows. But there must be a way to fix it, Apple must know about it by complaints but completely ignoring it. Applecare is of no help, on my mac for over 2 years on safari I get the beach ball and must force quit also safari will not open some web pages chrome will and applecare says my imagination.
I see what you’re saying. The search suggestions you’re referring to also appear after I actually type in the address bar, and the frequently visited sites also appear. I have not been clear. If you look right above the keyboard, there are two search suggestions - ‘Matt Groening’ and ‘Futurama’. These suggestions are related to the page you’re viewing, and sometimes seem to be chosen at random from the current page. How can you turn those off? So far I’ve found nothing that accomplished his.

Thank you for the reply. Unfortunately, that does not turn off the behavior. I still get the suggestions right above the keyboard.
Settings > Siri & Search > turn off Suggestions in Search.

Would dearly love an answer to this too. It's completely unacceptable that you can't turn it off as it's essentially identifying metadata.
This is the exact problem that I am having. Extremely annoying that a fix hasn't been put through yet.
I've already got that turned off - unfortunately I'm still getting the suggestions.

I’ve turned off the above but in addition, go to settings-> Siri & Search and turned off suggestions in Safari there as well and seems to be be working (so far)
The best workaround I’ve found to prevent this from happening and keep using predictive text is to browse exclusively from an incognito window (or use another browser as others suggested).
In the bottom left corner of the safari app it says private turn that on and it will not make search suggestions anymore.
