I am facing a very similar issue. I noticed that my apps were being randomly offloaded after upgrading to iOS 11.2.1, the only difference is that all my apps appear as "never used", rather than showing a wrong date.
Apple Support made me reset a few settings and erase/restore from backup but no difference. Their conclusion was that something in my data was corrupted, although I'm skeptical since a few other people clicked on the "I have this question too" on my thread.

When you go to Settings > General > Date & Time is set to Set Automatically and if it is turn it off for a second to see what date it says it is? If you did not have it Set Automatically, the date may be wrong, so either turn on Set Automatically, or set it to the correct date.
When I disable Set Automatically, it shows the current time and date.
Then I'm not sure what's happening. Are you running so low in space your phone needs to unload unused apps? I would only use that feature if I were low on space.
