Last used date for apps is wrong

When I look at my last used apps in Settings, the dates are off by several months. This results in my phone offloading virtually all my apps when I have “Offload Unused Apps” on, and causes the Health app to not record data. I’ve tried restarting and toggling automatic date & time back on; any other ideas?

I am facing a very similar issue. I noticed that my apps were being randomly offloaded after upgrading to iOS 11.2.1, the only difference is that all my apps appear as "never used", rather than showing a wrong date.

Apple Support made me reset a few settings and erase/restore from backup but no difference. Their conclusion was that something in my data was corrupted, although I'm skeptical since a few other people clicked on the "I have this question too" on my thread.
