How do you save a marked-up PDF with Preview?

I am able to save a PDF with fields for filling in information, but some PDF files do not have such fields, in which case I use the markup tools (primarily the "Text" tool). But with the latest version of Preview (OSX 10.13.3) I have been unsuccessful. No matter what I try (Save, Export, etc.), the file is not saved with the information I've written in. The new file is just the original PDF with nothing in the blanks.

So, how do I save a PDF without losing the information I've entered?

Mac mini, macOS High Sierra (10.13.3)

I have a PDF which is a 600 dpi scan of a printed document. I can enter annotation text on this PDF, and because Preview does autosave, I can see this text annotation in the Quick Looked PDF without ever saving it. When I do a Save As… the annotated text remains with that PDF. If I then quit Preview, without deliberately saving the original PDF, then the annotation in it is lost. If I deliberately save the original PDF with annotation, then the annotation appears in the saved original.

Tested on macOS High Sierra 10.13.3.

Thank you, VikingOSX, for generously spending time on this.

I have tried saving and observing the file per your procedure, but so far no success in preserving my additions. Annotations do not show up in Quick Look either before or after the Save As. Opening the resulting file after Save As also gives me only the original PDF, sans my additions.

I am keeping the original file open in an attempt to keep from losing what I've already entered. So when using "Save As," I change the file name. But the new file does not have my additions. Once I also tried saving under the same name, replacing the original. But the result was the same.

The version of Preview is 10.0.

I'm using my iMac High Sierra Version 10.13.3 - I used to be able to mark up pdf's make annotations and save them no problems. What I've found now is that when I save, it sometimes saves the notes, sometimes not. After I sent a pdf today, I checked in the sent items, and only 1/2 of the annotations had saved. I opened up document, typed notes in again, saved and exited. Checked all there that's great. Exited and went back in later and now they're missing again.

***? Major pain in the backside as I've lost a day of work.

I don't know who scanned the original, so I don't know if it's grayscale or not, but I am adding only text in black, nothing in color.

A couple of things I have noticed, which might have some bearing on this matter.

1. When I start to enter the first annotation, I get a notice telling me that that the original cannot be changed, so a duplicate has been created. Perhaps that duplicate is what I need. However, I cannot locate a duplicate anywhere.

2. The Help file for Preview, in the section on annotations, says that when you are finished entering everything, "click Done." What is "Done"? I can't find a menu item called "Done," and can't find a "Done" button anywhere. Maybe clicking "Done" is what saves the annotations. Or maybe the Help file is just outdated.

I'm mystified.

Yes, it is strange. It's a very elegant solution, and I had high expectations it would work for me, too.

My notes do not show up in the print dialog's preview window.

The deadline for submitting the form was upon me, and so I finally installed Acrobat Reader, which worked fine.

I don't think there's anything wrong with the original PDF file, because Acrobat Reader had no problems, and I used it last year at this time with Preview, and also had no problems then. The process of elimination suggests that the current version of Preview is buggy.
