It’s a restriction requested by mobile phone service providers. It’s to prevent those who have unlimited plans from using excessive data.

Perhaps not your carrier making the request, but it still affects customers of all carriers. It may be unworkable to create differences depending on the carrier. There are certain things that are carrier dependent though. I can't set up my iPhone as a personal hotspot without my carrier enabling it.

If you have another cell device, you could turn on the hot spot for that device and then connect your iPhone to the other cell device to download what you need. I have done that on the road a few times to get an update.
