Why I'm unable to get Apple ID verified during iTunes and AppStore sign-in ?

When I try to sign-in in iTunes and AppStore, I have go through Apple ID review process (when clicked "review" blue button I go to account review wizard). In the card informations page, After entering right card details, I got error like in screen shot. What the reason, I'm really frustrated. One important thing, I've selected my Apple ID region as Australia, but I'm trying to login in Nepal, is this can be the issue. Please help me out. Thank you all.
