iPhone calls (without FaceTime) from Mac

Hi there,

I have an iPhone 6s. I bought it in Dubai, so it doesn't have FaceTime. My Mac, iPhone and iPad are connected to the same wifi and are using the same Apple ID. But I not able to Mac a call from Mac through iPhone. Mac doesn't ring when the iPhone rings.

It used to happen for while. Now I don't know what happened. Is this possible without FaceTime on iPhone. I have FaceTime in Mac.
