Restoring from iCloud to Desktop

I cannot restore my files in iCloud to the desktop. They keep bouncing back to the Cloud. I mistakenly archived all my desktop. I can see my files in iCloud but cannot get them back. How do I get them back? Using 10.13.3.

iMac, macOS High Sierra (10.13.3)

Add your Desktop and Documents files to iCloud Drive - Apple Support

Turn off Desktop and Documents

From your Mac, go to Apple menu > System Preferences > iCloud.
Next to iCloud Drive, click Options.
Deselect Desktop & Documents Folders.
Click Done.

You can also check System Preferences/iCloud/iCloud Drive/Options to see if Optimize is on. Try turning that off.
