If you have AT&T, it should be at the bottom of Settings>Notifications. Scroll below all of the apps listed and you should see a section for Government Alerts. There are two, Amber Alerts and Emergency Alerts.

I know that you say you have talked to Apple, but how close is the nearest Apple Store? If it isn't too far, make a Genius Bar appointment and have them assist you.

Strange. I had it on my iPhone 7, and I have it currently on my iPhone X. I can also remember it on earlier phones as well. So it is very difficult to understand why the two of you don't have it.
